Tiivistelmä
Yrityksen organisaatiorakenne muotoutuu palvelemaan organisaation tarkoitusta, jotta se voi saavuttaa haluamansa tavoitteet ja päämäärät. Organisaatiorakenteen on tarkoitus auttaa yritystä olemaan tehokas, määrittämään vastuita, jakamaan henkilöstön roolit sekä selkiyttämään päätöksenteon ja viestinnän reittejä. Organisaatiorakenteet sisältävät myös heikkouksia, jotka voivat johtaa yrityksissä viestinnän katkoksiin, epäselvyyteen tehtävänjaossa, sekä johtamisen ja prosessien epäselvyyteen. Tässä työssä selvitettiin, voidaanko laatujärjestelmän rakenteella tukea yrityksen organisaatiorakennetta.
Laatu voidaan nähdä yhtenä menestystekijänä ja siihen panostaminen luo kilpailuetua markkinoilla. Laatua tulisi johtaa osana yrityksen kokonaisvaltaista toimintaa ja yhä useampi yritys tekee sen laatujärjestelmän avulla. Laatujärjestelmä koostuu vakioiduista prosesseista ja menettely- ja toimintatavoista, joiden avulla voidaan tuottaa laadukkaita tuotteita ja palveluita jatkuvasti.
Tämän työn tavoitteena oli rakentaa kohdeyritykselle ISO 9001:2015 standardin mukainen laatujärjestelmä, joka tukee yrityksen organisaatiorakennetta. Kohdeyrityksen toiveena oli saada laatujärjestelmästä joustava, helposti ylläpidettävä ja valmis sertifioitavaksi. Työ toteutettiin laadullisena tapaustutkimuksena, jossa aineisto kerättiin haastattelujen ja osallistuvan havainnoinnin avulla.
Nykytila-analyysin avulla selvitettiin yrityksen organisaatiorakennetta, toimintaa ja toiminnan vastaavuutta standardin vaatimuksiin. Kohdeyritys on organisaatiorakenteeltaan funktionaalinen organisaatio, joka on rakentunut osastoihin eri työtehtävien perusteella. Nykytila-analyysissä havaittiin, että erikoistumisen taso yrityksessä oli korkea, mutta standardoinnin ja formaaliuuden tasot olivat matalat. Keskittämisen taso oli korkea, sillä pienen yrityksen luonteesta johtuen toimitusjohtaja oli vastuussa kaikkien osastojen toiminnasta ja päätöksien tekemisestä. Organisaatiorakenteen ominaisuudet ovat aiheuttaneet yrityksessä viestinnän heikkoutta, yhteistyön puutetta ja resurssien tuhlausta. Analyysin perusteella kohdeyrityksen toiminta ja standardin vaatimukset eivät kohdanneet toisiaan täysin. Standardin vaatimusten täyttämiseksi yritykselle oli luotava menettelyt muun muassa toimintaympäristön, sidosryhmien, riskien ja mahdollisuuksien, sekä poikkeamien käsittelyyn.
Työn tuloksena kohdeyritykselle rakennettiin laatujärjestelmä, jossa otettiin huomioon sen organisaatiorakenteen heikkoudet sekä yrityksen asettamat vaatimukset. Viestintää lisättiin tietojärjestelmiin tehdyillä ratkaisuilla ja uusilla palaverikäytännöillä. Standardoinnin ja formaaliuuden tasoa nostettiin tekemällä dokumentoituja menettely- ja toimintaohjeita sekä luomalla yritykselle toimintakäsikirja. Uusista prosesseista syntyneet vastuut kirjattiin ylös ja vastuita hajautettiin koko organisaatioon, jolloin erikoistumista voitiin hyödyntää laatujärjestelmään tehdyissä ratkaisuissa. Laatujärjestelmästä tehtiin organisaation tarpeita vastaava ja sille saatiin sertifikaatti kehitysprojektin päätteeksi. Organization structure forms to help companies reach their goals and its target is to serve the company’s purpose. It is intended for the organization structure to help the company to be efficient, define responsibilities, set the roles for the staff and to clarify the routes of decision-making and of communication. The organization structures also contain weaknesses which can lead to poor communication, to unclarity in the company’s task distribution and to the unclarity of management and processes. This work examines if it is possible to support a company's organization structure with a quality management system.
Quality can be seen as one success factor and it can give a competitive advantage in the market. Quality should be a comprehensive part of operations and it should be led as any other processes in a company. Many companies are using quality management systems as a tool for total quality management. A quality management system is a set of standardized processes and procedures which help to achieve high-quality products and services continuously.
The objective of this work was to create a quality management system based on ISO 9001:2015 standard which supports the organization structure of the case company. The wish of the company was to have a flexible and easily maintained quality system which could be certified. The study was carried out as a qualitative case study where the material was collected with the help of the interviews and participant observation.
Case company’s organization structure, operation and the operation’s correspondence with the demands of the standard were analyzed. The organization structure of the case company is functional, and the departments are based on different work tasks. The analysis revealed that the level of the specialization in the company was high, but the standardization and formalization levels were low. The level of centralization is high due to the character of the small company which makes the managing director responsible for all the operations, functions, and decisions. The properties of the organization structure have caused poor communication, lack of cooperation and waste of resources in the case company. Based on the analysis the operation of the case company and the demands of the standard did not meet totally. To fulfill the demands of the standard, procedures had to be created for understanding the company and its context, understanding the needs of interested parties, understanding risks and opportunities, and to handling nonconforming outputs.
As a result of this work, a quality management system which takes the weaknesses of organization structure and the demands of the case company into account, was created. Communication was increased with solutions that were made to the information processing systems and with new meeting practices. Standardization and formalization levels increased as procedures were documented, and a quality handbook was created. As new processes had to be put into operation, decentralization was done by dividing the responsibilities to every department. This made it possible to utilize the high specialization and skills of the employees in the solutions that were made in the quality system. At the end of the project, the quality system met the needs of the case company and it was certified according to the ISO 9001:2025 standard.
