Keskeisenä haasteena on sopia siitä, kenen vastuulla opintoohjaus on kokonaisuutena The aim of the development project wasto form a planning of guidance and counselling for the Social and Health Care Department of the Jyväskylä Institute of Adult Education. Furthermore, the objective was to analyse the concept of the study counselling in the second degree of the Social and Health Care Department and to provide the basis as the tool of the systematic development work of the study counselling. The theorectical framework was formed with help of the literature the abstract of the counselling, objectives and models and significance of the developing of the study counselling the points of view of the supporting the Social and Health Care Department and the adult student's studies. A Development project report that was drawn up in the unit of the Social and Health Care Department of the Jyväskylä Institute ofAdult Education was utilised from the experiences of the student's counselling at the individual guidance process. The research problems were the following: what the study counselling refers to,what is included in the study counselling and how the study counselling has to be organised in the Social andHealth Care Department of the Jyväskylä Institute of Adult Education. The data was collected by theme interviewing the staff of the Social and HealthCare Department and by becoming acquainted with the guidance and counselling plannings that have been drawn up in the Jyväskylä Institute of Education. The theme interviews were carried out in June and August 2006 and altogether 16 persons participated in them. The counselling was constructed to tables according to the three stages of the individual guidance process. In tables are seen the objectives of the study counselling, contents, persons in charge, methods, materials, the evaluation and the network were examined from the points of viewof the counselling of the learning and studying of personal growth and development and of the counsellingof the vocational directing. The results suggest that the study counselling of the adult student's studies has been decentralised so that the most important person who participates the study counselling is the teacher whois in charge of the students group but also all the staff will participate in it. The study counselling willbe given at different stages of the student's study path so that the amount of study counselling defined by the legislation will come true during the studies. In addition to this, every student has an opportunity to get the personal counselling of studies. The challenges of the study counselling were connected to the developing of thedivisions of labour of the staff which participates in the counselling and of spheres of responsibilities and organising and directing of the tutor education. At the moment, the study counselling does not cover all the sectors which are related to the study counselling. The central challenge is to agree on whose responsibility the study counselling is as a whole.
