Tiivistelmä
Opinnäytetyössä kuvattiin jälkihuollon tukea ja onnistumista yläsavolaisten lastensuojelun jälkihuoltoa tekevien työntekijöiden näkökulmasta. Opinnäytetyön tavoitteena oli tarjota ajankohtaista tietoa ja ammattilaisten näkemyksiä jälkihuoltoon liittyen, jotta sitä voitaisiin kehittää vastaamaan jälkihuoltonuorten tuen tarpeita nykyistä monipuolisemmin. Toimeksiantajana toimi Hyvää jälkeä – Jälkihuolto siirtymänä ja aikuistumisen tukena uudistuvassa palvelujärjestelmässä -tutkimushanke.
Jälkihuolto on lapselle tai nuorelle tarjottavaa tukea sijaishuollon päättymisen tai avohuollon tukitoimena tapahtuneen, vähintään puolen vuoden yhtäjaksoisen sijoituksen päättymisen jälkeen. Jälkihuollon järjestämisestä säädetään lastensuojelulaissa. Jälkihuollolla pyritään turvaamaan lapsen tai nuoren tuen saanti sijoituksen päättymisen jälkeen. Jälkihuollolla on myös yhteiskunnallinen merkitys, sillä toimivalla jälkihuollolla voidaan säästää yhteiskunnan taloudellisia kustannuksia. Kulut työttömyydestä, asumisesta ja rikollisuudesta ovat olleet pienempiä sijaishuollosta itsenäistyneen nuoren saadessa jälkihuoltoa.
Tutkimus oli kvalitatiivinen eli laadullinen tutkimus, jossa aineisto kerättiin puolistrukturoitujen haastatteluiden avulla. Vastauksia tutkimuskysymyksiin etsittiin neljän teeman myötä, jotka olivat jälkihuolto Ylä-Savossa, nuorten tuki, jälkihuolto hyvinvointialueella sekä onnistunut jälkihuolto. Tutkimuksen yhteistyökumppanina toimi Pohjois-Savon hyvinvointialue, jonka yläsavolaiset jälkihuoltoa työssään tekevät sosiaalityöntekijät ja palveluohjaajat olivat kohderyhmänä. Heistä kaksi osallistui haastatteluun ja toiset kaksi vastasivat kirjallisesti kyselylomakkeelle.
Tutkimustulosten mukaan lastensuojelun jälkihuoltoa tekevät työntekijät kokivat jälkihuoltonuorten tarvitsevan eniten taloudellista tukea, kuten asumisen, opintojen ja harrastustoiminnan tukemista rahallisesti. Tämän lisäksi myös raha-asioissa avustaminen, verkostoyhteistyö esimerkiksi nuoren oppilaitoksen kanssa hänen opintojaan seuraten sekä psykososiaalinen tuki ovat yleisiä tukitoimia. Hyvinvointialueella työntekijöiden perehdyttämiseen tulisi panostaa ja tehtäväkuvaukset olisi määritettävä selkeästi. Lisäksi jälkihuollon tärkeysastetta tulisi nostaa ja siihen lisätä resursseja. Työntekijöiden mukaan jälkihuolto on onnistunutta, kun nuori on tyytyväinen elämäänsä ja hänen itsenäistymisprosessinsa sujuu hyvin, tarvittaessa tukitoimien avustamana. Onnistuneeseen jälkihuoltoon kuuluu myös se, että nuorella on päivisin tekemistä ja hän on kiinnittynyt johonkin toimintaan, kuten opintoihin tai työelämään. Onnistuneessa jälkihuollossa on luottamuksellinen suhde nuoren kanssa, vuorovaikutus toimii sekä nuori kokee työntekijän helposti lähestyttäväksi. Tutkimuksen tuloksia voidaan hyödyntää jälkihuoltoa kehittäessä ja jatkotutkimuksena voisi tarkastella jälkihuollon kehittymistä hyvinvointialueella. The purpose of this thesis was to describe the support and success of after-care from the point of view of employees who do the child welfare after-care in Upper Savo. The aim of the thesis was to provide up-to-date information and professionals’ views regarding after-care so that it could be developed to meet the needs of young people in after-care in a more versatile way than at present. The client of the thesis was Good Traces – Transitions from care into adulthood as experiences and practices in the changing landscape of social care services -research project.
After-care is support provided to a child or young person after the end of foster care or after the end of a continuous placement of at least six months as a support measure in open care. The arranging of after-care is laid down in the Child Welfare Act. After-care aims to secure the child’s or young person’s access to support after the end of the placement. After-care also has a societal consequence, because effective after-care can save social costs. The costs of unemployment, housing and crime have been lower when a young person who has become independent from foster care receives after-care.
The study was a qualitative study, where the data was collected through semi-structured interviews. Answers to the research questions were sought through four themes, which were after-care in Upper Savo, support of young people, after-care in the wellbeing services county of North Savo and successful after-care. The partner of the study was the wellbeing services county of North Savo, whose social workers and case managers who do the child welfare after-care in Upper Savo were the target audience of the study. Two of them participated in the interview and the other two responded by writing their answers on the questionnaire.
According to the results, employees engaged in after-care in child welfare felt that youths in after-care needed financial support the most, such as financial support for housing, studies, and leisure activities. In addition, assistance with financial matters, network cooperation, for example, with a young educational institution following their studies and psychosocial support are common support measures. In the wellbeing services counties, efforts should be made to familiarise employees and job descriptions should be clearly defined. In addition, the importance of after-care and its resources should be increased. According to the employees, after-care is successful when the young person is satisfied with their life, and their independence process is going well, assisted by support measures if necessary. Successful after-care also includes the young person having things to do during the day and is attached to some activity, such as studying or working life. Successful after-care involves a confidential relationship with the young person, a functional interaction, and the young person perceives the employee as approachable. The results of the study can be used when after-care is being developed, and a study on the development of after-care in the wellbeing services county could be considered as further research.
