Risks are an inherent part of society and the world we live in. Risk can take many forms. Some risks are more controllable by the person affected by the risk, such as the risk we voluntarily take with a dangerous hobby. Other risks are less controllable, such as the risk imposed to the people living close to a potentially hazardous installation, like a nuclear power plant or a chemical facility handling dangerous substances.
Especially for these risks that are less controllable by the individual(s) subjected to the risk, an effort has been made to limit the magnitude of the risk that these activities create. A key part of this process is deciding the level of acceptable risk, in other words to find an answer to the question “How safe is safe enough?”. The level of acceptable risk is defined using risk acceptance criteria, and in this thesis, the criteria used in different areas of society and in different countries are compared. Risk acceptance criteria used in the transport section (land, rail, air, and sea), process industry, and nuclear industry are investigated. These criteria are compared altogether, but especially from the point of view of nuclear industry.
It was found that the level of acceptable risk depends more on the country or entity that has defined the criteria, rather than the industry for which the criteria apply to. In other words, it was found that there exists no industry, or industries, for which the level of acceptable risk was higher, or lower, than in other industries. Nuclear industry has unique risk acceptance criteria compared to other industries, mainly due to the fact that the risks in nuclear industry arise from ionising radiation. Despite this, the level of acceptable risk in nuclear industry is at least of the same magnitude, if not lower, as in other industries. Riskejä on aina läsnä yhteiskunnassa ja maailmassa, jossa elämme. Riskejä on monenlaisia. Jotkin riskit ovat enemmän henkilön omissa käsissä, esimerkiksi riski, jonka vaarallinen harrastus tuo mukanaan. Toisenlaisia riskejä on taas paljon hankalampi hallita, kuten se riski, jolle altistuu, kun asuu lähellä mahdollisesti vaarallista laitosta, esimerkiksi ydinvoimalaa tai kemianteollisuuden laitosta, jossa käsitellään vaarallisia aineita.
Hyväksyttävän riskin tasoa on yritetty määrittää varsinkin niille riskeille, jotka ovat vähemmän riskeille altistuneen henkilön tai henkilöiden hallittavissa. Toisin sanoen on yritetty löytää vastausta kysymykseen ”Mikä on tarpeeksi turvallista?”. Tässä diplomityössä vertaillaan hyväksyttävän riskin rajoja, eli kriteereitä eri yhteiskunnan aloilla sekä eri maissa. Hyväksyttävän riskin kriteereitä tutkitaan tie-, raide-, ilma- ja meriliikenteen sekä prosessiteollisuuden ja ydinvoima-alan osalta. Näitä kriteereitä vertaillaan kaikkiaan keskenään, mutta varsinkin ydinvoima-alan näkökulmasta katsottuna.
Hyväksyttävän riskin kriteerien vertailu paljasti, että hyväksyttävän riskin suuruus riippui enemmänkin siitä, että missä maassa tai mikä taho kriteerin on asettanut kuin siitä, että mitä alaa kyseinen kriteeri koski. Toisin sanoen, ei havaittu, että jollakin tietyllä alalla, tai aloilla, hyväksyttävän riskin suuruus olisi suurempi, tai pienempi, kuin toisilla aloilla. Ydinvoima-alalla käytettävät riskikriteerit ovat muihin aloihin verrattuna ainutlaatuisia, pääasiassa johtuen siitä, että ydinvoima-alan riskit johtuvat suurelta osin ionisoivasta säteilystä. Tästä huolimatta ydinvoima-alan kriteerit hyväksyttävälle riskille ovat vähintään samaa suuruusluokkaa, jos eivät pienempiä, kuin muilla aloilla.
