Lisääntyvän tuulivoiman vaikutukset Suomen säätösähkömarkkinoihin

Tiivistelmä
Tuulivoiman lisääntymisen vuoksi, on suomen säätösähkömarkkinoiden muuttuminen ja kehittyminen tärkeässä asemassa, jotta voidaan vastata muuttuvaan tuotantorakenteeseen, sekä sen mukanaan tuomiin haasteisiin. Säätökaupalla tulee myös tulevaisuudessa olemaan tärkeä rooli kantaverkon hallinnassa.
Tuulivoiman määrä suomen alueella on tarkastelujaksolla vuodesta 2017 vuoteen 2021 puolitoista kertaistunut, joka on merkittävä kasvun määrä lyhyessä ajassa. Suomen tuulivoiman määrä on lisääntynyt vuodesta 2013, jonka jälkeen tuulivoiman vuosituotanto (GW) on kymmenkertaistunut.
Sähkön kantaverkolle on tärkeää ottaa huomioon inertian muutokset ja lähinnä sen väheneminen, jotta sähköverkon säätövoima voi paremmin vastata taajuuden muutoksiin ja tämä auttaa siihen, että suurien verkonhäiriöiden mahdollisuus pienenee.
Tutkimustulokset osoittavat, että tuulivoiman lisääntyminen ei vielä ole vaikuttanut säätökauppojen määrään vielä säätömarkkinoilla ja säätövoiman tuntikohtaiset määrät ovat jopa vähentyneet. Säätökaupan säätyväteho on vastaavasti kasvanut tarkastelujaksolla 2017–2021. Myös säätöhinnan ero aluehintaan on kasvanut. Sama suunta on huomattavissa myös ylös sekä alas säädössä tarkastelujakson aikana.
Säätösähkön korkeisiin yksittäisiin tuntihintoihin ei myöskään ole selkeää syy-seuraussuhdetta, sillä esimerkeissä on tunteja, jolloin aluehinta on ollut matala mutta yksittäiset säätöhinnat ja volyymit ovat nousseet ennätyskorkeiksi.
Tutkimuksessa todetaan myös, että vuonna 2020 säätösähkön volyymi ylös säädössä on kaikista korkein tarkastelujaksolla, vaikka kyseisenä aikana sähkön aluehinta on ollut kaikista matalin. Due to the increasing wind power, the change and development of the Finnish regulated electricity market is in an important position in order to respond to the changing production structure and the challenges what it brings. The regulation trade will also play an important role in the management of the main grid in the future.
The amount of wind power in Finland has increased by one and a half times during the review period from 2017 to 2021, which is a significant amount of growth in a short time. The growth of Finnish wind power started in 2013, after which the annual production (GW) of wind power has increased tenfold.
Electricity network is important to consider the changes in inertia and mainly its reduction, so that the control power of the electricity network can better respond to changes in frequency, and this helps to reduce the possibility of major network disturbances.
The research results show that the increase in wind power has not yet affected the number of regulation trades in the regulation market, and the hourly amounts of regulation power have even decreased. But the volume of power trade has correspondingly increased in the review period 2017–2021. The difference between the adjustment price and the regional price has also increased, and the upward adjustment price, when the adjustment trade takes place, has also increased. The same has also happened in the implemented downward adjustment prices.
There is also no clear cause-and-effect relationship for the high individual hourly prices of regulated electricity, as the examples include hours when the regional price has been low, but the individual regulated prices and volumes have risen to record highs.
The study also states that in 2020, the volume of regulated electricity in the upward adjustment is the highest of all in the review period, even though the regional price of electricity has been the lowest during that period.
