Tiivistelmä
Vallitseva koronaviruspandemia ja sen aiheuttama vaikutus taloussektoriin on tuonut pohdittavaa myös pk-yritysten liiketoiminnan suunnitteluun, kun pk-yritykset ovat tavallista haavoittuvaisempia kriisin aikana. Yksi liiketoiminnan suunnittelun peruselementeistä on budjetointi, jonka rooli pk-yrityksessä kasvaa taloudellisessa poikkeustilanteessa, kun voitontavoittelun sijaan pk-yritysten tulee keskittyä kassavirran hallintaan ja sen riittävyyteen kriisitilanteen yli.
Tämän tutkimuksen tavoitteena oli selvittää, millä tavoin budjetoinnin rooli näkyy pk-yritysten päätöksenteossa globaalissa kriisitilanteessa ja onko budjetoinnin rooli muuttunut koronaviruspandemian tuomien haasteiden myötä verrattuna normaalitilanteeseen. Budjetoinnin roolia kartoitettiin tutkimalla pk-yritysten tämänhetkisiä budjetointimenetelmiä, yritysten kohtaamia haasteita budjetoinnissa ja mahdollisuuksia budjetoinnin kehittämisessä sekä koronaviruspandemian vaikutusta yritysten liiketoimintaan ja budjetointiin. Tutkimus toteutettiin kvalitatiivisena tutkimuksena puolistruktuoidulla teemahaastattelulla ja tutkimukseen haastateltiin viisi budjetoinnista vastuussa olevaa yrityksen johtohenkilöä viidestä eri toimialan pk-yrityksestä, joissa oli budjetointimenetelmä käytössä. Aineiston analysoinnissa käytettiin hyväkseen teoriasidonnaista teemoittelua.
Tutkimustulosten mukaan pk-yritykset noudattavat kriisin seurauksista huolimatta standardimenettelyjä budjetoinnin osalta eikä budjetoinnin rooli pk-yrityksen päätöksenteossa globaalissa kriisitilanteessa eroa normaalitilanteesta. Keskeisinä esteinä budjetoinnin roolin kasvattamiselle ovat pk-yritysten rajalliset resurssit, henkilöstön koulutuksen rajallisuus ja julkisen sektorin sekä organisaation jäykkyyden tuoma byrokratia, vaikka budjetoinnin automatisoinnin tuoma potentiaali resurssien säästämiseen, informaation tehokkaampaan hyödyntämiseen ja nopeampaan reagointiin muutostilanteessa on tiedossa. The current coronavirus pandemic and its impact on the economic sector has also brought reflection to the business planning of SMEs, which are more vulnerable than usual during the crisis. One of the basic elements of business planning is budgeting, whose role in an SME grows in an exceptional financial situation, when instead of making a profit, SMEs must focus on managing cash flow and its adequacy over a crisis.
The aim of this study was to examine how the role of budgeting is reflected in SME decision-making in a global crisis and whether the role of budgeting has changed compared to the challenges posed by the coronavirus pandemic. The role of budgeting was explored by examining the current budgeting methods of SMEs, the challenges faced by companies in budgeting and the opportunities for developing budgeting, and the impact of the coronavirus pandemic on business and budgeting. The study was conducted as a qualitative study with a semi-structured thematic interview, and five executives of the company responsible for budgeting were interviewed from five SMEs that has existing budgeting method in different industries. Theory-based thematic design was used in the analysis of the collected data.
According to the results of the thesis, despite the consequences of the crisis, SMEs follow standard procedures for budgeting, and the role of budgeting in SME decision-making in a global crisis is no different from a normal situation. The main obstacles to increasing the role of budgeting are the limited resources of SMEs, the limited education of staff and the bureaucracy brought about by the rigidity of the public sector and organization, although the potential of budgeting automation for resource saving, more efficient use of information and faster response to existing economic change is known.
