Finland's first National Child Strategy was prepared through parliamentary cooperation and published on 23 February 2021 (Government publications 2021:8). The National Child Strategy aims to create a child- and family-friendly Finland that respects the rights of the child. The Strategy is based on the knowledge base concerning the status of children, young people and families and on Finland's fundamental and human rights obligations.
Each new Government is tasked with preparing and implementing a detailed implementation plan for promoting the policy guidelines of the Strategy during its term of office. In the light of the guidelines issued by the parliamentary committee that was appointed to prepare the Strategy, the implementation plan must also include a set of indicators for monitoring the effectiveness of the Strategy's policy guidelines and selected measures during each government term. The progress made in implementing the Strategy must also be monitored regularly, and reports must be prepared on the effectiveness of implementation during each government term.
This publication is the first implementation plan for the Strategy, and it will be put into effect during the term of Prime Minister Marin's Government. The resolution on the implementation plan was adopted at the government plenary session on 7 October 2021. The plan takes into account the ongoing measures and projects that promote the policy guidelines of the Strategy. The plan also sets out 30 measures. The plan ends with a section on the follow-up and assessment of the implementation of the Strategy.
