Tiivistelmä
Produktiomuotoinen opinnäytetyö käsittelee paperittomuutta yhteiskunnallisena ilmiönä Suomessa ja tarkastelee sitä vallankäytön ja asiakkaan toimijuuden, valtaistamisen etiikan ja diakoniatyön intersektiossa. Opinnäytetyö muodostuu Diakonian tutkimuksen aikakauskirjaan kirjoitetusta tiedeartikkelista Toivo on ihmisoikeus. Paperittomien auttaminen vallankäyttöön liittyvänä, eettisenä ja diakonisena kysymyksenä sekä prosessikuvauksesta. Opinnäytetyön empiria perustuu Helsingin seurakuntayhtymässä vuosina 2017–2020 käynnissä olleeseen Ristin suojassa -diakoniaprojektiin, jonka fokuksessa olivat paperittomat siirtolaiset ja jonka projektityöntekijänä opinnäytetyön kirjoittaja toimi. Asiakastyön kokemuksia on hyödynnetty tutkimuksessa osallistuvan havainnoinnin keinoin ja koostamalla asiakastyössä ilmenneistä tilanteista tyyppiesimerkkejä paperittomien asiakkaiden kohtaamista kysymyksistä suomalaisessa yhteiskunnassa. Teoreettisen viitekehyksen työlle tarjoavat vallankäyttöön ja toimijuuteen liittyvät kysymyksen asettelut, valtaistamisen etiikka ja rakenteellinen diakonia.
Tutkimuksen perusteella on voitu todeta paperittomiin asiakkaisiin kohdistuneen vallankäytön olevan erityisen korostunutta hallinnollisissa prosesseissa ja että sillä on poliittinen luonne. Paperittomuus haastaa suomalaisen yhteiskunnan rakenteita ja palvelujärjestelmiä, sillä ne eivät ole tottuneet ottamaan huomioon asiakasryhmiä, jotka eivät täytä kansalaisten tai oleskeluluvan omaavien asiakkaiden edellytyksiä. Paperittomien asiakkaiden kanssa tehtävässä auttamistyössä eettisyyden merkitys nousee keskiöön siksi, että ihmisryhmä on erityisen haavoittuva ja erittäin riippuvainen saamastaan avusta. Diakoniatyö on yksi luontaisista osoitteista paperittomille asiakkaille, koska se on ottanut täydentävän roolin niissä kohdissa, joissa yhteiskunnan palvelujärjestelmät eivät pysty asiakasta auttamaan. Paperittomien asiakkaiden kohdalla rakenteellisen diakonian merkitys ja vaatimus asettuvat voimakkaina, koska yhteiskunnalliset rakenteet selkeästi tarvitsevat apua osatakseen vastata kaikkien Suomessa oleskelevien ihmisten tarpeisiin. Paperittomuuteen liittyvät myös kiinteästi kysymykset yhdenvertaisuudesta, syrjinnästä ja syrjäyttämisestä. The thesis has been materialized in a product format and it discusses undocumentedness as a societal phenomenon in Finland. It examines undocumentedness in the intersection of use of power, client’s agency, ethics of empowerment and diaconal work. The thesis consists of a scientific article Hope is a human right. Assistance given to the undocumented migrants as a question related to the use of power, ethics and diaconia written for the Journal for the Study of Diaconia and a description of the process that led to this. The empirical material of the thesis builds on a diaconal assistance project Protected by the Cross that focused on undocumented migrants. The project was run by the Helsinki Parish Union during the years 2017–2020 and the author of the thesis was employed within its framework as a project coordinator. The experiences from the direct work with clients were utilized methodologically through participant observation. This also rendered possible the compilation of paradigms met in the course of the work, which represent typical situations encountered by the undocumented clients in the Finnish societal context. The theoretical framework is based on the concepts of use of power and agency, ethics of empowerment and structural diaconia.
Based on the research it can be stated that the use of power directed to the undocumented clients is particularly emphasized in the administrative processes and this phenomenon has political characteristics. Undocumentedness challenges the structures of the Finnish society and its service systems, as these are not used to taking into account client groups which do not correspond to the expectations that are placed on citizens or people in the possession of a residence permit. When undocumented clients are assisted the meaning of ethics is emphasized, because the client group is particularly vulnerable and very dependent on the assistance given. Diaconia is one of the natural end stations for undocumented clients, as diaconia has taken the complementary role in the contexts in which the societal service systems cannot assist the client. The meaning and requirement of structural diaconia is strongly accentuated in the assistance given to undocumented clients, because the societal structures clearly need help in order to be able to respond to the needs of all the people abiding in Finland. Questions of equality, discrimination and marginalization are also solidly linked to undocumentedness.
