Tiivistelmä
Opinnäytetyön tarkoitus oli selvittää miten talonrakennusalan päätoteuttajat hoitavat heille lainsäädännön asettamat työturvallisuusvelvoitteet ja miten talonrakennusalan työturvallisuutta voitaisiin kehittää edelleen. Opinnäytetyön on tilannut Talonrakennusteollisuus ry. Rakennusalalla toimivalle päätoteuttajalle on asetettu lainsäädännössä työturvallisuuteen liittyvät velvoitteet. Työturvallisuuslaki ja sen perusteella annettu valtioneuvoston asetus rakennustyön turvallisuudesta, sekä laki työsuojelun valvonnasta ja työpaikan työsuojeluyhteistoiminnasta muodostavat työn teoreettisen viitekehyksen. Empiriaosuus on toteutettu käyttäen laadullista tutkimus- ja analysointimenetelmää. Päätoteuttajan työturvallisuusvelvollisuuksien selvittämiseksi työssä on tutkittu työturvallisuuslainsäädäntöä lakien ja oikeuskirjallisuuden avulla, sekä tutkittu päätoteuttajavelvollisuuksien käytännön toteutumista ja mahdollisia kehityskohteita haastattelututkimuksella. Haastattelututkimukseen on valittu sekä päätoteuttajana toimivien Talonrakennusteollisuus ry:n jäsenyritysten vastaavia työnjohtajia että Etelä-Suomen aluehallintoviraston työsuojeluviranomaisia. Haastattelututkimuksen tulokset on analysoitu käyttäen sisällönanalyysia. Haastattelututkimuksen perusteella järjestäytyneet talonrakennusalan päätoteuttajat hoitavat työturvallisuusvelvoitteensa pääosin hyvin. Haastateltujen työsuojeluviranomaisen edustajien mukaan jonkin verran puutteita esiintyy suunnitelmien päivittämisessä ja perehdytyksessä sekä riittävän työturvallisuustason tunnistamisessa. Tutkimuksessa saatiin myös kehityskohteita talonrakennusalan työturvallisuuden parantamiseksi. Hyvinä esimerkkeinä haastatteluissa nostettiin esiin ePerehdytys, sekä erilaiset havainnointimenettelyt, joiden avulla työturvallisuutta voitaisiin yrityksissä kehittää. The purpose of this thesis was to find out how the project supervisors fulfil their occupational safety obligations and how could occupational safety be developed at the building construction branch. This thesis is commissioned by the General Contractors of Finland which is part of The Confederation of Finnish Construction Industries RT (CFCI). The legal obligations for the project supervisor at the construction site are given in the Occupational Safety Act, the Government Decree on the Safety of Construction Work and in the Act on Occupational Safety and Health Enforcement and Cooperation on Occupational Safety and Health at Workplaces. This legislation makes the theoretical framework of the thesis. The empirical part is carried out using qualitative research and analyse methods. To find out the project supervisors’ obligations in occupational safety the main sources are the legislation and legal literature. The empirical part of the thesis was carried out by interviews. In the interview research the purpose was to find out how the project supervisors fulfil their obligations for the occupational safety and to find out possible development areas in this. The interviewed were from the member organisations of the General Contractors of Finland and from the Occupational Safety and Health Administration in Finland. The data given from the interviews were analysed using qualitative content analysis. Based on the research organised project supervisors fulfil their obligations mainly well. The interviewed from the Occupational Safety and Health Administration in Finland pointed out that always the obligations are not fulfilled completely. The shortcomings are related to updating plans, induction training and knowing what a sufficient level of the occupational safety is. Based on the study there were also areas to develop occupational safety at building construction site. For example, ePerehdytys and different methods for safety observation.
