Tiivistelmä
Kaupungit ja kunnat ovat yhdessä valtion ja seurakuntien kanssa suurimpia taajamametsien omistajia. Valtaosa kaupunkien ja kuntien omistamista viheralueista onkin juuri taajamametsiä. Taajamametsät ovat hyvän sijaintinsa vuoksi monelle kansalaiselle lähin tai jopa ainoa kosketus luontoon. Tästä syystä kaupunki- ja kuntametsillä on erityinen merkitys monelle kaupungeissa asuvalle suomalaiselle.
Sertifiointi on näkyvä osa nykypäivän metsänhoitoa, joten toimijoiden on hyvä tietää, mitä kaikkea sertifiointi heidän toiminnassaan edellyttää. Opinnäytetyön tavoite oli selvittää kaupunkien toimintatapoja koskien PEFC-metsäsertifioinnin toteuttamista taajamametsissä. Samalla pyritään tunnistamaan kaupunkien metsien hoidon toimintaperiaatteita ja hyviä käytäntöjä sekä haasteita metsäsertifiointia koskien.
Työn toteuttamisessa perehdyttiin yleisesti Suomessa käytettäviin metsäsertifikaatteihin ja erityisesti PEFC-metsäsertifiointiin ja sen kriteereihin sekä toteutustapoihin. Aineisto työhön kerättiin haastattelemalla yhteensä seitsemää eri kaupunkien metsien hoidosta ja käytöstä vastaavaa henkilöä. Kaupungit valittiin rakenteeltaan, asukasmäärältään ja metsäomaisuudeltaan toisistaan poikkeavista kaupungeista. Etenkin kaupunkien ja kuntien oma halu osallistua tutkimukseen katsottiin eduksi.
Työn tuloksena saatiin tietoa eri kaupunkien tavoista toteuttaa metsäsertifiointia omissa metsissään sekä käytössä olevia hyviä käytäntöjä koskien sertifiointien hallintaa ja kriteerien toteutumista.
Cities and municipalities are together with the state and parishes the largest urban forest owners. Most of the green areas owned by towns and municipalities are urban forests. Due to their good location, urban forests are the closest, or even the only, contact with nature to many citizens. For this reason, urban and municipal forests have a special meaning for many Finns living in cities.
Certification is a prominent part of current forest management, so it is good for operators to know what the certification requires in their concerning. The aim of this thesis was to investigate the ways in which cities were implemented in urban forests for PEFC Forest Certification. At the same time, the aim is to identify policies and good practices in urban forest management and to find the challenges of forest certification.
The implementation of the work was generally studied in the forest certificates used in Finland. Especially PEFC Forest Certification and its criteria and methods of implementation. The material was collected by interviewing a total of seven people responsible for the management and use of the forests in those cities. These were selected from cities of different structure, population and forest ownership. Most of all the cities and municipalities own desire to participate in research was considered an advantage.
The result of this work is information on the ways in which different cities carry out forest certification in their own forests, as well as the good practices in place for the management of certifications and the fulfilment of its criteria.
