Tiivistelmä
Sään mukaan vaihtelevien uusiutuvien energiantuotantomuotojen lisääntyminen kasvattaa sähköjärjestelmässä sekä -markkinoilla jouston tarvetta. Jotta myös pienemmän kokoluokan ja vähäisemmälle huomiolle jääviä kohteita saadaan hyödynnettyä sekä tuotua markkinoille, tulee uusia toimintamalleja, kuten aggregaattoreita, kehittää. Aggregaattorit ja niiden mahdollistaman jouston hyödyntäminen voi ollakin tulevaisuudessa merkittävässä roolissa energialiiketoiminnassa, etenkin kun poliittiset tahot sekä erilaiset velvoitteet luovat paineita kestävämpien ratkaisujen edistämiseksi.
Tässä diplomityössä käsitellään erilaisten aggregaattorimallien toimintaperiaatteita, niiden toimintaympäristöjä ja resursseja sekä mallien toteuttamiseen liittyviä haasteita ja reunaehtoja energiayhtiön liiketoiminnan näkökulmasta. Työ keskittyi kirjallisuudessa esiintyneisiin aggregaattorimalleihin, jotka soveltuvat Suomen ja Pohjoismaiden kaltaisiin markkina-alueisiin. Esille nousi viisi erilaista aggregaattoritoimintaan keskittyvää mallia, joidenka markkinapaikat sekä toiminta eroavat toisistaan. Mallien toteuttamiseen liittyy oleellisesti myös tietyt sääntelyt sekä pelisääntöjen puutteet, jotka hankaloittavat reilun kilpailun sekä tasavertaisen toiminnan mahdollistamisen mallien välillä. Lisäksi lainsäädäntö ei tunnista kaikkia osapuolia ja niiden toimia yhdenvertaisina. Tästä johtuen myyjä-aggregaattorimallin mukaisesti toimiva yritys kykenee nykyisin parhaiten toimimaan aggregaattorina ja siihen liittyvillä markkinapaikoilla. Tulevaisuudessa lainsäädännön, sääntelyjen ja pelisääntöjen muutoksien tulisikin taata paremmat ja tasavertaisemmat mahdollisuudet myös muille malleille.
Työssä tehtyjen selvityksien ja tuloksien perusteella yhtiö voi harkita sen tavoitteisiin, käyttötarkoituksiin ja toimintaympäristöihin sopivimman mallin nykyisten lainsäädäntöjen ja sääntelyjen puitteissa. Työn tuloksia voidaan myös hyödyntää yhtiön aggregaattoritoiminnan omaksumisen yhteydessä, mikä voi mahdollisesti avustaa potentiaalisten ja kiinnostuneiden asiakkaiden kartoittamisessa. The growth of weather-varying renewable forms of energy production increases the need of flexibility in the electricity system and markets. In order to also be able to utilize and bring to the markets smaller-sized and less attention getting objects, new operating models, such as aggregators, will be developed. Aggregators and the use of the flexibility they enable can therefore play an important role in the energy business in the future, especially as political parties and different obligations create pressure to promote more sustainable solutions.
This master’s thesis addresses the operating principles of different aggregator models, their operating environments and resources, as well as the challenges and boundary conditions related to the implementation of the models from the business perspective of an energy company. Thesis focuses on the aggregator models that appeared in the literature and are suitable for market areas such as Finland and the Nordic countries. Five different models focusing on aggregator operations stood out, which marketplaces and operations differ from each other. Certain regulations and lack of proper rules are essentially related to the implementation of the models, which make it difficult to enable fair competition and equal operations between the models. In addition, the legislation does not recognize all parties and their actions as equals. As a result, a company operating according to the aggregator with a supplier’s role -model is currently best able to act as an aggregator and to its related marketplaces. In the future, changes in legislation, regulations and rules should therefore guarantee better and more equal opportunities for other models as well.
Based on the studies and results of this thesis, the company can consider the most suitable model for its goals, uses and operating environments within the framework of current legislation and regulations. The results of this thesis can also be utilized in connection with the adoption of the company’s aggregator operations, which may possibly assist in charting the potential and interested customers.
