Tiivistelmä
Projekti toteutettiin infrarakennusalalla toimivalle keskisuurelle yritykselle. Kohdeyritys on tähän asti toiminut aliurakoitsijan roolissa, mutta aikoo laajentaa liiketoimintaansa projektinjohdollisiin urakointeihin sekä vahvistaa toimintaa Ruotsissa. Aliurakointi projekteissa hankinnat eivät ole keskeisessä roolissa, mutta projektinjohdollisissa urakoissa urakoitsija on vastuussa hankintojen suorittamisesta. Hankintojen merkityksen muuttuminen oli myös aihe tälle projektille. Projektin tavoitteeksi asetettiin hankinta toimintamallin kehittäminen sekä hankinnoissa käytettävän järjestelmän rakentaminen.
Projektissa aineisto kerättiin kohdeyrityksen laskutusaineistosta sekä vapaamuotoisista kehittämispalavereista laatupäällikön sekä talouspäällikön kanssa. Kehitystyössä sovellettiin prosessien kehittämisen sekä hankintatoimen kirjallisuutta. Projekti käynnistyi nykytilan analyysillä, jossa luotiin kohdeyrityksen hankinnan toimintamallista mallinnus sekä spend-analyysi. Analyysien perusteella aloitettiin uuden hankintaprosessin kehitys. Nykytilan analyysissä rakennettu mallinnus toimi lähtökohtana uuden kehittämiseen ja projektissa luotiin kaksi erilaista mallinnusversiota, joista toista voidaan käyttää uuden työntekijän perehdytyksessä ja toista kohdeyrityksen hankintatoimen esittelyssä sidosryhmille. Mallinnusten lisäksi kohdeyrityksen hankinnalle määriteltiin raja-arvot sekä järjestelmä hankintaa tehostamaan. Jatkokehitystoimenpiteinä kohdeyritys kehittäisi hankintatoimelle suorituskykymittariston, jotta yritys pystyy seuraamaan hankintojen onnistumista sekä kehittää ja motivoida hankintojen tekijöitä. Suorituskykymittariston lisäksi kohdeyritys mallintaisi myös muut liiketoiminnanprosessit, jotta yrityksen työntekijöille on selvät toimintamallit sekä tieto eri prosessien vastuuhenkilöistä. The project was implemented for a medium-sized company that operates in the infrastructure construction sector. The case company has so far operated as a subcontractor but intends to expand its business to project management contracting and strengthen its operations in Sweden. In subcontracting projects, procurement does not play a key role, but in project management contracts, the contractor is responsible for carrying out the procurement. The changing importance of procurement was also a reason for this project.
The goal of the project was to develop a procurement model and to build a system that assists in procurement. In the project, information was collected from the case company's billing material and free-form theme interviews with quality manager and financial manager. The literature on process development and procurement was applied in the development work. The project started with current state analysis, in which model and a spend-analysis of the target company's procurement process were created. Based on the analyzes, the development of a new procurement process was started. The model built in the current state analysis served as a starting point for the development of the new process, and during the project two different modeling versions were created, one of which can be used to introduce a new employee and the other in presenting the procurement process to stakeholders. In addition to the process modeling, limit values were defined for the procurement of the case company, as well as a system to make the procurement more efficient. As further development the case company could develop a performance measurement system for the procurement so the company can monitor the success of the procurement and develop and motivate the employees. In addition to the performance measurement system, the case company should also model other business processes, so the company's employees have clear operating models and information on the responsible persons for other processes.
Projektissa aineisto kerättiin kohdeyrityksen laskutusaineistosta sekä vapaamuotoisista kehittämispalavereista laatupäällikön sekä talouspäällikön kanssa. Kehitystyössä sovellettiin prosessien kehittämisen sekä hankintatoimen kirjallisuutta. Projekti käynnistyi nykytilan analyysillä, jossa luotiin kohdeyrityksen hankinnan toimintamallista mallinnus sekä spend-analyysi. Analyysien perusteella aloitettiin uuden hankintaprosessin kehitys. Nykytilan analyysissä rakennettu mallinnus toimi lähtökohtana uuden kehittämiseen ja projektissa luotiin kaksi erilaista mallinnusversiota, joista toista voidaan käyttää uuden työntekijän perehdytyksessä ja toista kohdeyrityksen hankintatoimen esittelyssä sidosryhmille.
