Tiivistelmä
Tarkastelen tutkielmassani lasten suojelua aseellisissa konflikteissa, sekä erityisesti rauhanturvaajien roolia siinä. Pyrin tutkielmassani hahmottamaan, miten aineistossani, YK:n rauhanturvaamisen osaston (UNDPKO) koulutusmateriaalissa, määritellään lapset ja lapsuus ja mitä lapsuuskäsityksiä aineistosta löytyy. Pyrin myös tarkastelemaan, miten oppaassa määritellään ja rajataan rauhanturvaajien lasten kanssa tekemää työtä ja lasten suojelua ja mitä teemoja oppaassa nostetaan esiin suhteessa lasten kanssa toimimiseen ja heidän kohtaamiseensa.
Käsittelen tutkielmassani, miten sodat ja aseelliset konfliktit ja sodankäynnissä tapahtuneet muutokset vaikuttavat lasten elämään ja arkeen. Tarkastelen myös lasten aseman yleisempää muutosta, erilaisia lapsuuskäsityksiä, lapsen oikeuksien kehitystä, sekä niitä kansainvälisoikeudellisia instrumentteja, joiden avulla lapsia on pyritty suojelemaan sotien ja aseellisten konfliktien yhteydessä. Nämä instrumentit, sekä YK:n turvallisuusneuvoston lasten suojelua aseellisissa konflikteissa koskevat päätöslauselmat, luovat ja asettavat puitteet rauhanturvaajien tekemälle työlle lasten suojelemiseksi.
Tutkimusaineistoni koostuu kirjallisesta koulutusmanuaalista ja sen yhteydessä esitettävästä n. 12 minuuttia pitkästä videosta A child's fate. Lähestyn aineistoani laadullisen analyysin keinoin. Tarkemmaksi analyysityökaluksi valikoitui temaattinen analyysi. Analyysissa lapsi määrittyi Lapsen oikeuksien sopimuksen mukaisesti alle 18 -vuotiaaksi henkilöksi. Oppaassa ei tehty juurikaan eroa eri ikä- tai kehitystasoa edustavien lasten välillä, vaan lapsiryhmien erilaiset suojelutarpeet määrittyivät sukupuolen mukaan. Lapset määrittyvät hyvin vahvasti viattomiksi, haavoittuviksi ja suojelun arvoisiksi henkilöiksi, jotka eivät kykene täysin ottamaan vastuuta teoistaan. Opas toistaakin idealisoitujen lapsuuskäsitysten keskeisiä elementtejä, kuten lapsen viattomuutta ja riippuvuutta, eikä siinä näy lapsuuden moninaisuus eikä se, miten aseellisissa konflikteissa lasten uhrius ja toimijuus kietoutuvat toisiinsa.
Rauhanturvaajien lasten kanssa tehtävää työtä, lasten suojelua ja lasten kohtaamisia käsittelevässä osiossa sotilaallisen komponentin rooli määrittyi erityisesti lapsiin kohdistuvien uhkien ennaltaehkäisynä, rauhaan ja turvallisuuteen liittyviin uhkiin vastaamisena, sekä vakavista rikkomuksista raportointina. Tutkimusaineistossa korostui tiukka työnjako eri toimijoiden välillä. Siinä näkyivät myös tietyt lapsia koskevat uhat suojelijoiden taholta. Suojelijat saattavat vahingoittaa lasta välillisesti hyvää tarkoittavilla, mutta lapsen kokonaistilanteen huomiotta jättävillä ratkaisuillaan. He saattavat myös toimia lasta suoraan vahingoittavilla tavoilla: ääriesimerkkinä lapsen seksuaalinen hyväksikäyttö. Aineistossa olikin havaittavissa tietty jännite viattomiksi ja haavoittuviksi määrittyvien lasten ja heidän suojelijoikseen määrättyjen toimijoiden tekojen välillä.
Kaksi viimeistä havaintoa toivat aiheen lähelle perinteisen lastensuojelutyön kipupisteitä. Lastensuojelulaitoksissa lapsiin on kohdistunut väkivaltaa, kaltoinkohtelua ja hyväksikäyttöä. Suojelijat saattavat vahingoittaa lasta myös hyvää tarkoittavilla toimilla. Moniin lastensuojelullisiin toimiin liittyykin hyvän ja vahvistavan lisäksi myös tuhoavia elementtejä. Aineistossa rauhanturvaajia ohjeistetaan ottamaan aina huomioon lapsen paras etu. Tätä kautta jokainen kohtaaminen lapsen kanssa saa moraalisen ulottuvuuden. Lastensuojelussa joudutaan toimimaan paikoin epävarman tietämyksen ja elämän sattumanvaraisuuden kanssa. Lapsen kokonaistilanne ja paras etu eivät aina ole selkeästi hahmotettavissa. Tämä ei poista suojelijana toimivan henkilön moraalista vastuuta niissä tilanteissa, joissa hän päätöksillään vastaa lapsen kohtalosta.
ABSTRACT
In this Master's Thesis I will discuss the protection of children in armed conflicts and the role of military peacekeepers in child protection. In my thesis I will study how children and childhood are defined in the child protection training material produced by the UN Department of Peacekeeping Operations, and what conceptions of childhood can be found in the data. I will also examine how peacekeepers' work that involves children and child protection have been defined in the data, and what themes concerning encounters between peacekeepers and children can be found.
I will discuss how wars and armed conflicts affect children and their everyday lives. I discuss a more general change in the status of children, different conceptions of childhood, the development of children's rights, as well as those international legal instruments, which aim to protect children in armed conflicts. Those legal instruments and the UN Security Council resolutions on children and armed conflicts set the framework for the child protection work done by UN peacekeepers.
The data for this study consists of a written child protection training manual for UN peacekeepers and of a child protection training video A child's fate. My approach to research is qualitative. I have used thematic analysis as my method of analysis. In the data a child was defined as a person under the age of 18. In the data very little difference was made between the children representing different ages or levels of development. Various protection needs of children were based on gender categories. In the data children were defined as innocent, vulnerable and worthy of protection and as persons who are not yet fully capable to understand the consequences of their actions. The data underscores idealized conceptions of childhood, such as the child's innocence and dependency. But the diversity of children and childhoods and the complex ways in which children's agency and victimhood are intertwined in the context of armed conflicts was not discussed.
In the second part of my analysis I discussed peacekeepers' work with children, child protection and peacekeepers' encounters with children. In the data the role of the military component was determined as addressing the peace and security concerns of children and reporting serious violations. In the data clear division of work and coordination amongst mission components was emphasized. There can also be noticed certain threats by the protectors against the children. Protectors may indirectly harm the child with their well-meaning actions actions when making desicions without considering the whole life situation of the child. They may also act in a ways that harm the child directly : the extreme example of this is the sexual abuse of children. In the data a certain tension between children defined as innocent and vulnerable and the actions of their mandated protectors can be seen.
The two last observarsions came close to the main problems of traditional child protection work. In child protection institutions children have been subjected to violence, abuse and neglect. The well-meaning actions of the child protectors can also harm children. There are also harmful elements in many child protective actions. I the data peacekeepers are advised to take into consideration the best interest of the child. Through this every encounter with a child will bring fourth a moral dimension. In child protection one has to act with partial knowledge and unceratainty of life. It is not always easy to indentify the whole life situation and the best interst of the child. It does not eliminate moral responsibility of the person who is acting as a protector in those situations where he or she with his or her desicions is responsible of the fate of the child.
Käsittelen tutkielmassani, miten sodat ja aseelliset konfliktit ja sodankäynnissä tapahtuneet muutokset vaikuttavat lasten elämään ja arkeen. Tarkastelen myös lasten aseman yleisempää muutosta, erilaisia lapsuuskäsityksiä, lapsen oikeuksien kehitystä, sekä niitä kansainvälisoikeudellisia instrumentteja, joiden avulla lapsia on pyritty suojelemaan sotien ja aseellisten konfliktien yhteydessä. Nämä instrumentit, sekä YK:n turvallisuusneuvoston lasten suojelua aseellisissa konflikteissa koskevat päätöslauselmat, luovat ja asettavat puitteet rauhanturvaajien tekemälle työlle lasten suojelemiseksi.

Lapset määrittyvät hyvin vahvasti viattomiksi, haavoittuviksi ja suojelun arvoisiksi henkilöiksi, jotka eivät kykene täysin ottamaan vastuuta teoistaan. Opas toistaakin idealisoitujen lapsuuskäsitysten keskeisiä elementtejä, kuten lapsen viattomuutta ja riippuvuutta, eikä siinä näy lapsuuden moninaisuus eikä se, miten aseellisissa konflikteissa lasten uhrius ja toimijuus kietoutuvat toisiinsa.
Rauhanturvaajien lasten kanssa tehtävää työtä, lasten suojelua ja lasten kohtaamisia käsittelevässä osiossa sotilaallisen komponentin rooli määrittyi erityisesti lapsiin kohdistuvien uhkien ennaltaehkäisynä, rauhaan ja turvallisuuteen liittyviin uhkiin vastaamisena, sekä vakavista rikkomuksista raportointina. Tutkimusaineistossa korostui tiukka työnjako eri toimijoiden välillä. Siinä näkyivät myös tietyt lapsia koskevat uhat suojelijoiden taholta. Suojelijat saattavat vahingoittaa lasta välillisesti hyvää tarkoittavilla, mutta lapsen kokonaistilanteen huomiotta jättävillä ratkaisuillaan. He saattavat myös toimia lasta suoraan vahingoittavilla tavoilla: ääriesimerkkinä lapsen seksuaalinen hyväksikäyttö. Aineistossa olikin havaittavissa tietty jännite viattomiksi ja haavoittuviksi määrittyvien lasten ja heidän suojelijoikseen määrättyjen toimijoiden tekojen välillä.
Kaksi viimeistä havaintoa toivat aiheen lähelle perinteisen lastensuojelutyön kipupisteitä. Lastensuojelulaitoksissa lapsiin on kohdistunut väkivaltaa, kaltoinkohtelua ja hyväksikäyttöä. Suojelijat saattavat vahingoittaa lasta myös hyvää tarkoittavilla toimilla. Moniin lastensuojelullisiin toimiin liittyykin hyvän ja vahvistavan lisäksi myös tuhoavia elementtejä. Aineistossa rauhanturvaajia ohjeistetaan ottamaan aina huomioon lapsen paras etu. Tätä kautta jokainen kohtaaminen lapsen kanssa saa moraalisen ulottuvuuden. Lastensuojelussa joudutaan toimimaan paikoin epävarman tietämyksen ja elämän sattumanvaraisuuden kanssa. Lapsen kokonaistilanne ja paras etu eivät aina ole selkeästi hahmotettavissa. Tämä ei poista suojelijana toimivan henkilön moraalista vastuuta niissä tilanteissa, joissa hän päätöksillään vastaa lapsen kohtalosta.
ABSTRACT
In this Master's Thesis I will discuss the protection of children in armed conflicts and the role of military peacekeepers in child protection.
