Tiivistelmä
Mannerheimin Lastensuojeluliiton Lasten ja Nuorten Kuntoutussäätiössä oli Lastensuojelullinen vaativa kuntoutus -kehittämishanke vuosina 1994 2013. Vuosina 2010 2012 hankkeessa kehitettiin Raha-automaattiyhdistyksen tuella MIETE-kuntoutusta perheille, joissa toisella tai molemmilla vanhemmilla on mielenterveyden ongelmia. Osana kehittämistyötä kuntoutusmallia kehitettiin ja testattiin yhteistyössä kuntien lastensuojelupalveluiden kanssa. MIETE-kuntoutuksen kehittämistyö oli moniammatillisesti tehtävää työyhteisölähtöistä prosessikehittämistä ja yhteiskehittelyä.
Hankeraporteissa keskitytään yleensä kuvaamaan onnistumisia, vaikka kehittämistyön arkeen kuuluu usein epäonnistumisia ja hankaluuksiakin. Kehittämistyön prosessissa on hyvä tunnistaa myös ne tekijät, jotka estävät tai hidastavat kehittämistyön suunnitelman mukaista toteuttamista. Tässä tutkimuksessa tarkastellaan MIETE-yhteiskehittelyprosessin vaiheita ja pyritään selvittämään, minkälainen on yhteiskehittelyn kriittinen polku, eli mitkä tekijät auttavat kulkemaan polun läpi suunnitellussa ajassa sekä mitkä ovat polun varrella olevia vaaran paikkoja, jotka voivat joko estää hankkeen toteutumisen tai viivästyttää sen toteutumista.
Tämä tutkimus on retrospektiivinen laadullinen tapaustutkimus, jossa on myös toimintatutkimuksellisia piirteitä. Varsinainen tutkimusaineisto koostuu kahdesta puolistrukturoidusta ryhmähaastattelusta, jotka tehtiin MIETE-kehittämishankkeen päättymisen jälkeen. Haastatteluihin osallistuivat kehittämistyöryhmiin kuuluneet pilottikuntien työntekijät.
Haastattelun tuloksena löytyivät kehittämistyön kriittisen polun 13 vaihetta. Nämä ovat niitä kehittämistyön vaiheita, jotka ovat osittain tai kokonaan riippuvaisia toisistaan. Yhden työvaiheen onnistunut suorittaminen edistää mahdollisuuksia onnistua myös toisessa vaiheessa. Onnistunut kriittisen polun läpikäyminen mahdollistaa kehittämistyön sujumisen aikataulussa ja tavoitteiden suunnassa. Haastatteluissa esiin tulleita kehittämisyhteistyötä edistäviä ja estäviä tekijöitä voi esiintyä prosessin kaikissa vaiheissa. Nämä tekijät jaoteltiin hankkeen organisointiin, organisaation toimintakulttuuriin ja työntekijöihin liittyviin tekijöihin. Yhteenvetona voidaan todeta, että hyvin suunnitellulla ja organisoidulla yhteistyöhankkeella, jossa vastuualueet ja työnjako on selkeästi määritelty, ja johon on varattu riittävästi resursseja, on mahdollisuudet onnistua. Onnistumisen edellytyksiä lisäävät vielä motivoitunut ja vapaaehtoisesti hankkeeseen mukaan lähtenyt työryhmä, oikein kohdennettu hankkeen aikainen viestintä ja hyvä positiivinen työskentelyilmapiiri.
Yhteiskehittelyssä on tärkeää, että kumpikin osapuoli kokee hyötyneensä hankkeeseen osallistumisesta.
On the critical path of collaborative development
The Foundation for The Rehabilitation of Children and Young People of The Mannerheim
League for Child Welfare coordinated a development project of child protection during the
years 1994-2013. Between the years 2010 and 2012, as a part on this project, the MIETErehabilitation model for families in which one or both parents have mental health problems
was generated. The rehabilitation model was developed and tested in cooperation with local
child protection service agencies. The development of the MIETE-rehabilitation program was
a work community driven process with intraprofessional collaboration. The MIETE-project
was supported by Finland’s Slot Machine Association (RAY).
Project reports often tend to focus on describing the successes, even though development
work routinely includes failures and other difficulties. It is important to identify the factors
which may prevent or slow down the implementation of a project plan. The aim of this study
is to analyze the different phases of the MIETE-project and to find out what kind of critical
path the collaborative working process of MIETE had. What are the factors which help to
keep on the path within the planned time frame and which ones are the danger spots that
may either prevent the implementation of the project or delay its implementation?
This study is a retrospective, qualitative case study with a few characteristics of action research.
The data of this research consists of two semi-structured group interviews. The interviewees
were the employees of local collaborative child protection service agencies.
As a result of the interviews, 13 steps on the critical path of development work for the
MIETE-rehabilitation model were found. These stages are partially or completely dependent
on each other. The successful completion of one of these stages enhances the possibility of
succeeding in another stage. Working successfully through the whole path enables one to
reach the milestones of the development project within the agreed timeframe and keep the
direction towards the goals.
Factors suggested by the interview data, either hindering or aiding the development project
can occur at any or all the stages of its´ process. In this study these factors were divided
between the organization of the project, the working environment and employee related
factors. As a conclusion it can be stated that a well-planned and organized co-operative
project with adequate resources and clearly defined division of labor and responsibilities is
likely to be successful. The collaboration process requires also willingness for cooperation.
It is also important that all participating parties feel that they can benefit from the project.
