Tiivistelmä
Sellu-, paperi- ja kartonkiteollisuudessa tulipalojen sammutuksesta muodostuvat sammutusjätevedet voivat aiheuttaa merkittäviä ympäristövaikutuksia maaperään ja vesistöön, jos ne pääsevät leviämään ympäristöön hallitsemattomasti. Ympäristövaikutuksia aiheuttavat esimerkiksi sammutusjäteveteen liukenevat palavat materiaalit tai kemikaalit kemikaalivuotojen yhteydessä. Lisäksi tulipalon sammutusta voidaan tehostaa sammutusvaahdolla, joka voi sisältää ympäristölle haitallisia yhdisteitä.
Diplomityössä tutkittiin sellu-, paperi- ja kartonkiteollisuuden sammutusjätevesien ympäristövaikutuksia ja hallintakeinoja Suomessa sekä eri menetelmiä sammutusjäteveden määrän arvioimiseksi. Tavoitteena oli löytää soveltuvin arviointimenetelmä sammutusjäteveden määrälle sekä tunnistaa sammutusjätevesien ympäristövaikutukset ja toimivat hallintakeinot.
Työssä vertailtiin 13 sammutusjäteveden määrän arviointimenetelmää. Menetelmät ottavat vaihtelevasti huomioon palossa mukana olevat kemikaalit, sammutusjäteveden haihdunnan tai automaattisen sammutusjärjestelmän. Käytettävän arviointitavan tulisi olla yksinkertainen ja useaan paloskenaarioon soveltuva tulosten yhdenmukaisuuden vuoksi. Kaikkien eri menetelmien tuottamia vesimääriä ei pystytty vertailemaan tässä työssä, mutta aiemman tutkimuksen mukaan eri menetelmät tuottavat hyvin vaihtelevat määrät sammutusjätevettä. Tämän työn perusteella soveltuvin arviointimenetelmä olisi käytettävään sammutuskalustoon perustuva arviointitapa tai palokuormamalli, mutta lisätutkimus niillä arvioidun sammutusjäteveden määrästä käytännössä on tarpeellista tulosten oikeellisuuden varmistamiseksi. Tarkempi ohjeistus käytettävästä sammutusjätevesimäärän arviointitavasta on tarpeellista, jotta sammutusjätevesisuunnitelma ja hallintakeinot vastaavat todellisuutta. Arvioitu sammutusjätevesimäärä vaikuttaa oleellisesti hallintajärjestelmän kokoon ja kustannuksiin.
Sammutusjätevesien ympäristövaikutukset tunnistettiin määrittämällä yleisimmät metsäteollisuuden tehdasintegraateilla käytettävät kemikaalit ja yhdisteet neljän tehtaan ympäristöluvasta. Kemikaalien ominaisuuksia ja ympäristövaikutuksia määritettiin kirjallisuuden avulla. Tutkittuja yhdisteitä on yhdeksän. Haitallisimmaksi kemikaaliksi tunnistettiin raskas polttoöljy, jolla oli eniten ympäristölle haitallisia ominaisuuksia. Jatkotutkimusta haitallisimman kemikaalin määrittämiseksi tarvitaan, jotta määrityksessä voidaan huomioida esimerkiksi myös kemikaalien käyttömäärät pelkkien fysikaalisten ja kemiallisten ominaisuuksien lisäksi. Tällöin turvallisuustoimenpiteet pystyttäisiin kohdistamaan haitallisimpiin kemikaaleihin. Sammutusjätevesien ympäristövaikutuksia voidaan vähentää esimerkiksi palokuormaa pienentämällä tai käyttämällä mahdollisimman ympäristöystävällisiä kemikaaleja. Myös kohteen paloturvallisuuden suojaustason nostaminen esimerkiksi sprinklerijärjestelmällä todennäköisesti vähentäisi tarvittavan sammutusveden ja muodostuvan sammutusjäteveden määrää.
Sammutusjätevesien hallintakeinot kartoitettiin kirjallisuuskatsauksella ja metsäteollisuuden tehdasintegraattien tehdaspalokunnille kohdistetuilla tutkimushaastatteluilla. Hallintakeinot luokiteltiin luontaisiksi, passiivisiksi, aktiivisiksi tai menettelytapoihin perustuviksi hallintakeinoiksi. Parhaimpia hallintakeinoja olisivat luontaiset menetelmät, mutta niitä on haastavaa soveltaa alalle eikä niitä tunnistettu käytössä oleviksi. Eniten käytössä on passiivisia ja menettelytapoihin perustuvia hallintakeinoja. Tehdasintegraateilla luotetaan vahvasti tehdasalueen omaan jätevedenpuhdistamoon ja viemäröintijärjestelmään ja kokonaisuutena sammutusjätevesien hallinta on toimivaa. Haasteita ilmenee, jos sammutusjätevedet syntyvät viemäriverkoston ulkopuolella. Jatkotutkimuksessa tulisi selvittää luontaisten hallintakeinojen soveltamismahdollisuuksia metsäteollisuuden tehdasintegraateilla.
Firewater that is used to extinguish a fire in manufacture of pulp, paper and paperboard can cause severe environmental impacts on soil and watercourses if the water spreads uncontrollably into the environment. For example, burning material that dissolves in the firewater run-off or chemicals that are released in the event of a chemical leak can cause environmental impacts. Also, firefighting foams that may contain environmentally harmful compounds can be used to help to extinguish the fire.
The environmental impacts, containment methods and different methods for estimating the volume of firewater run-off in pulp, paper and paperboard industry in Finland were studied in this thesis. The aim of the thesis was to find the most suitable estimation method and to identify the environmental impacts and effective containment methods for firewater run-off.
Thirteen different methods for estimating the volume of firewater run-off were compared in this thesis. The methods consider variously different factors, such as chemicals that may be part of fire, evaporation of the firewater or an automatic extinguishing system. The estimation method used should be simple and suitable for multiple fire scenarios to form consistent results. The volumes of firewater run-off produced by every method could not be compared in this thesis, but previous research shows that different methods produce very different volumes of firewater run-off. Based on this thesis, the most suitable estimation method would be an estimation method based on the extinguishing equipment used or a fire load model, but further research in practice on these estimation methods’ accuracy is needed. It would be desirable to create more detailed instructions on how to estimate the volume of firewater run-off. Thus, the plan for firewater run-off containment and reality would coincide. The estimated volume of firewater run-off has an essential impact on the size and costs of a containment system.
The environmental impacts of firewater run-off were identified by determining the most common chemicals and compounds used in forest industry mill integrates from the environmental licenses of four Finnish mills. The properties and environmental impacts of the chemicals were identified by using literature. Nine compounds were studied in total. Heavy fuel oil was identified as the most environmentally harmful chemical since it had the greatest amount of environmentally harmful properties. Further research is needed to determine the most harmful chemical so that the amount of the chemical’s consumption could be also considered. In this study, only chemical and physical properties were considered. This would also allow the safety measures to be focused on the most hazardous chemicals. The environmental impacts of firewater run-off can be reduced by reducing the fire load or by using as environmentally friendly chemicals as possible. Also raising the protection level of the object by installing an automatic fire extinguishing system can reduce the volume of needed firewater and thus reduce the volume of firewater run-off.
The containment methods of firewater run-off were identified through literature review and research interviews focused on industrial fire brigades in the pulp, paper and paperboard mills. The containment methods were classified as inherent, passive, active or procedural methods. The best containment methods would be inherent methods, but they are difficult to apply in forest industry mill integrates and they were not identified as currently used methods. The passive and procedural methods are used in most. The mill integrates have strong confidence in the mill’s own wastewater treatment plant and sewer system and in general, the containment of firewater run-off is effective. Challenges arise if the firewater run-off is formed outside the sewer system. Further research is needed to evaluate the possibility of applying the inherent containment methods in forest industry mill integrates.
