Tiivistelmä
Kaupunkiraideliikenteen kehittämiseen investoidaan nykyisin merkittäviä summia, minkä seurauksena investointien taloudellisiin vaikutuksiin ja kustannustehokkuuteen kiinnitetään erityistä huomiota. Kaupunkiratahankkeiden kustannusvaikutuksia on ollut tapana seurata investointikustannusten kautta, vaikka näkökulmaa tulisi laajentaa elinkaarikustannuksiin, jotta kauaskantoiset kokonaisedulliset päätökset olisivat mahdollisia. Elinkaarikustannuslaskennan moniulotteisuuden vuoksi sekä työkalujen ja laskentamenetelmien puuttuessa näin ei ole kuitenkaan vielä tapahtunut.
Diplomityössä tutkittiin raitiotieradan päällysrakenteen elinkaarikustannusmallin muodostumisen periaatteita Helsingin kaupunkiraitioteiden elinkaarikustannustehokkuuden parantamiseksi.
Tutkimuskohde rajattiin raitiotieradan päällysrakenteeseen, jota tarkasteltiin Infra-nimikkeistön mukaisella tuoteosatarkkuudella. Tutkimuksen tausta ja teoria rakentuivat kolmesta osasta. Ensin aiheeseen johdateltiin elinkaariajattelun ja elinkaarikustannus-käsitteen kautta, minkä jälkeen esiteltiin tekijät, jotka vaikuttavat raitiotieradan päällysrakenteen elinkaarikustannusten syntyyn. Elinkaarikustannustekijöitä tarkasteltiin ratainvestointien ja radanpidon näkökulmasta. Lopuksi kerrottiin pääpiirteittäin elinkaarikustannusmallin muodostumisen vaiheet työn päätutkimuskysymykseen peilaten.
Koska raitiotie- tai rautatiealalla ei ole olemassa ohjeistuksia eikä vaatimuksia elinkaarikustannusmallien laatimiseen, hyödynnettiin teoriapohjan luomisessa viiteaineistoina eri teknisten alojen elinkaarikustannusanalyysien laatimista ohjaavia standardeja ja julkaisuja. Tämän jälkeen yhdessä diplomityön ohjausryhmän sekä HKL:n asiantuntijoiden kanssa tunnistettiin merkittävimmät rataosuuksien elinkaarikustannushajontaan vaikuttavat määrittelytekijät, joilla Helsingin raitiotieverkko voitiin pilkkoa lyhyempiin homogeenisiin osiin. Tämän radan erityispiirteisiin ja olosuhteisiin perustuvan jaottelun tavoitteena on pitkällä tähtäimellä parantaa suunnitteluratkaisujen vaihtoehtovertailua. Nämä kustannusherkkyyttä sisältävät määrittelytekijät olivat raideobjekti, radan pintarakennetyyppi, kiskojen tukielementti, radan sijaintia katuverkolla kuvaava väylätyyppi sekä raideliikennemäärää kuvaava akselien yliajomäärä.
Työn tuloksena kehitettiin elinkaarikustannusmalli, jolla voitiin demonstroida raitiotieradan päällysrakenteen elinkaarikustannuslaskentaa. Laskentamallialustana käytettiin MS Exceliä, johon sisäänrakennetulla Visual Basic for Applications -työkalulla ohjelmoitiin elinkaarikustannuslaskennassa vaaditut laskentakomponentit ja toiminnallisuudet. Elinkaarikustannusmallin käyttöä demonstroitiin neljän case-laskentaesimerkin avulla. Vaikka käytettävissä oli vain karkeaa kustannustietoa, havaittiin case-esimerkkien kautta, että työssä luodut ositteluperiaatteet toimivat hyvänä lähtökohtana eri laskentakohteiden väliseen elinkaarikustannusvertailuun. Esimerkkilaskelmista voitiin päätellä, että vertailukelpoisten tarkastelukohteiden elinkaarikustannuserot johtuivat suurelta osin laskentaan sisällytettyjen radanpitotoimenpiteiden toistumiskertojen vaihteluista.
Jatkokehityksen ensimmäisessä vaiheessa on arvioitava kullakin ositellulla rataosuudella tehtävät todennäköisimmät elinkaaren aikaiset radanpito- ja korjaustoimenpiteet sekä näiden yksikkökustannukset ja toistumistaajuudet. Elinkaarikustannuslaskentaa varten tulee lisäksi luoda menetelmä, jolla elinkaarikustannustietoa voidaan kohdistaa mallissa radan eri määrittelykombinaatioiden lähtötiedoiksi. Lopuksi tulee arvioida toimenpiteiden yhteisvaikutuksia radan rakenteellisen kunnon ja elinkaarikustannusten optimoimiseksi. Tällä kehityssuunnalla voidaan lopulta edesauttaa sellaisten raitiotieradan erityispiirteiden ja suunnitteluratkaisujen elinkaarikustannusvaikutusten todentamista, joihin kustannusohjausmenettelyt tulisi kohdistaa. Significant amounts of money are currently being invested in the development of urban rail transport, with special attention being paid to the economic impact and cost-effectiveness of investments. The cost effects of urban rail projects are usually monitored through investment costs, when in fact the perspective should be extended to life cycle costing in order to enable far-reaching decisions with overall advantages. However, this has yet to happen due to the multidimensional nature of life cycle costing and the absence of tools and calculation methods.
In order to improve the life cycle cost efficiency of the tramways of Helsinki City, this master’s thesis examined the principles by which the life cycle cost model of the tramway super-structure is formed. The object of research was limited to the superstructure of the tramway, which was examined using the product part accuracy defined in the Finnish infrastructure classification system. The background and theory of research consisted of three parts. First, the topic was introduced through life cycle thinking and the concept of life cycle costing, then the elements affecting the generation of the life cycle cost of the tramway superstructure were presented. Life cycle cost elements were examined from the perspective of track investments and maintenance. Finally, the stages of the formation of the life cycle cost model were outlined, mirroring the main research question of the work.
As there are no guidelines or requirements for the formulation of life cycle cost models in the tramway or railway sector, standards and publications guiding the development of life cycle cost analyses in various technical fields were used as reference material in creating the theoretical framework. Subsequently, together with the master’s thesis steering group and the experts of the Helsinki City Transport, the most significant defining factors affecting the life cycle cost dispersal of tramway sections were identified by which the tramway network of the City of Helsinki could be divided into shorter homogeneous sections. The aim of this division, based on the specific characteristics and conditions of the track, is to improve the long-term alternative comparison of design solutions. These cost-sensitive defining factors were the track object, the track surface structure type, the rail support element, the cross-section type describing the position of the track on the street network, and the number of axle overruns describing the volume of rail traffic.
As a result of the work, a life cycle cost model was developed to demonstrate the life cycle costing of the tramway superstructure. Microsoft Excel was used as the calculation model plat-form, with the help of built-in Visual Basic for Applications tool, which was used to program the calculation components and functionalities required for life cycle costing. The use of life cycle cost model was demonstrated by four case-calculus examples. Through the case examples, it was discovered that the partition principles created in the work served as a good starting point for life cycle cost comparison between different calculation objects even though only rough cost information was available. It was concluded from the case studies, that the life cycle cost differences for comparable cost objects were largely due to variations in the recurrences of the track maintenance measures included in the calculation.
In the first phase of further development, the most probable life cycle maintenance and re-pair measures for each section of the tramway shall be assessed, as well as the unit costs and recurrence frequencies. In addition, a method for life cycle costing should be created to allocate life cycle cost information in the model as input data for different definition combinations of tramway. Finally, the interaction of measures should be assessed in order to optimize the structural condition of the tramway and the life cycle costs. By following this development path, it is possible to ultimately contribute to the verification of the life cycle cost effects of tramway and design solutions to which cost control procedures should be targeted.
