Tiivistelmä
Tiedetään, että osassa Suomen kuntia on prosentuaalisesti vähän tehostetun tai erityisen tuen saajia suhteessa kunnan varhaiskasvatuksessa olevien lasten määrään. Tutkimuksen tarkoituksena oli lisätä ymmärrystä siitä, mistä olemassa oleva kehityksen ja oppimisen tuen tarjoamisen tilastollinen vaihtelu voisi johtua. Viitekehyksenä toimii sosiaalinen konstruktionismi, jolloin tutkimuksessa tarkastellaan niitä kielellisiä tulkintoja, joiden kautta kehityksen ja oppimisen tuen todellisuudet rakentuvat.
Aineisto koostuu yhdeksän kehityksen ja oppimisen tuesta vastaavan virkamiehen haastattelusta (N=9). Virkamiehet edustivat kuntia, joissa tukea tarjottiin vähän, keskimääräisesti tai paljon suhteessa kunnan varhaiskasvatuksessa olevien lasten määrään. Heidän virkanimikkeinään olivat kehityspäällikkö, varhaiskasvatuksen tulospäällikkö, konsultoiva erityisopettaja ja kiertävä erityisopettaja. Haastateltavat valikoituivat harkinnanvaraisen otoksen perusteella, jossa taustalla vaikutti tutkimuksen kuuluminen laajempaan TEAS Erityisopetuksen arvioinnin kehittäminen -hankkeeseen. Informantit saivat mahdollisuuden tutustua kysymyksiin etukäteen, varsinainen haastattelu tehtiin myöhemmin sovitusti puhelimitse. Kysymyspatterin aluksi oli yleisiä kehityksen ja oppimisen tukeen liittyviä kysymyksiä, jonka jälkeen haastateltavat pohtivat kolmen kuvitteellisen lapsen, Villen, Toivon ja Saran, tuen tarvetta.
Aineisto teemoiteltiin tulkintarepertuaareiksi, joita tarkasteltiin diskurssianalyysin keinoin. Keskeisenä kiinnostuksen kohteena oli se, miten haastateltavat todellisuutta konstruoivat. Tarkastelussa hyödynnettiin niin sanottuja diskurssianalyyttisiä työkaluja, joiden avulla haastateltavien retoriikkaa pystyttiin tulkitsemaan ja vetämään johtopäätöksiä.
Varhaiskasvatusta säätelevän lain ja johtavien asiakirjojen tulkinnanvaraisuus tuottaa kunnissa erilaisia tukirakenteita. Yhtenä niistä on kolmiportaisen tuen malli, jonka osa kunnista on ottanut käyttöön. Tässä tutkimuksessa tarkasteltiin sitä, millaisille tulkintarepertuaareille kuntien tukirakenteet rakentuvat. Tulokset viittaavat siihen, että kolmiportaisuutta noudattavissa kunnissa tukiprosessin koettiin olevan selkeä. Ei-kolmiportaisissa kunnissa puolestaan tuen ohjeistus ja rakenne olivat kirjavia sekä jossain määrin jäsentymättömiä. Yhteistä kaikille kunnille oli halu panostaa yleiseen tukeen eli niin sanottuun arjen peruspedagogiikkaan, jolla tuettaisiin kaikkia lapsia. Seitsemässä kunnassa erityisen tuen tarpeeseen pyrittiin vastaamaan heti tarpeen ilmettyä, siihen ei tarvittu hallinnollista päätöstä. Lisäksi, vähän tukea tarjoavien kuntien edustajien retoriikassa kyseenalaistettiin erityinen tuki.
Tukirakenteiden lisäksi tutkimuksessa oltiin kiinnostuneita siitä, millaisille tulkintarepertuaareille inklusiivinen ajattelu kunnissa rakentuu. Tähän liittyvässä retoriikassa korostuivat pienryhmä- ja yksilöllisyys -puheet. Pienryhmätoiminta vaikuttaa saavuttaneen lähes hegemonisen aseman varhaiskasvatuksessa. Uskotaan, että jakamalla lapsia pieniin ryhmiin, voidaan onnistua paremmin muun muassa lapsen tuen tarpeiden havaitsemisessa ja niihin vastaamisessa sekä ongelmien ennaltaehkäisyssä. Tuloksissa oli kuitenkin havaittavissa, että tuen tarpeiden havaitseminen ja riittävän tuen tason määrittely ovat liikaa sidoksissa ammattikasvattajan subjektiiviseen arvioon. Villen, Toivon ja Saran tapauksissa määrittelyn subjektiivisuus näyttäytyi siten, että sama lapsi voitiin nähdä niin yleisen, tehostetun kuin erityisenkin tuen tarvitsijana. Tämä lisää eriarvoisuutta lasten välillä. Lisäksi, inklusiivinen ajattelu rakentui korostetusti yksilöllisiin tarpeisiin vastaamisen tärkeytenä, yhteisön merkitystä lasta tukevana tekijänä ei tuotu esiin lainkaan.
Tuloksista voi päätellä, että vähän tukea tarjoavissa, ei-kolmiportaisissa kunnissa varhaiskasvatusta pyritään kehittämään inklusiivisempaan suuntaan. Koska näissä kunnissa ei tunnisteta tehostettua tukea ja suhtaudutaan erityiseen tukeen sitä kyseenalaistaen, saattaa tämä näkyä tilastoissa tuen tarjoamisen vähäisyytenä. Inkluusiota kohti kulkeva kehitys on sinänsä toivottavaa, mutta yksilönäkökulman lisäksi siinä tulisi keskittyä lapsiryhmän yhteisölliseen vahvistamiseen. Kunnissa kehittymässä olevat tukirakenteet ovat toistaiseksi jäsentymättömiä, mutta inklusiivisempia verrattuna kolmiportaisen tuen malliin. Olisi suotavaa, että valtiollinen ohjaus keskittyisi jatkossa tukemaan tätä kunnissa tapahtuvaa kehitystyötä. Suhde perusopetuslain säätelemään oppimisen ja koulunkäynnin tuen malliin eli kolmiportaiseen tukeen tulisi määritellä selväsanaisesti ja pikaisesti. On aiheellista pohtia, tarvitaanko sitä varhaiskasvatuksessa lainkaan. Lisäksi tulisi resursoida siihen, että laadukkaan yleisen tuen lisäksi tarjolla on riittävästi myös erityisempää tukea sitä tarvitseville.
ABSTRACT
Discourse analysis of the constructions of the development and learning support structures and inclusive thinking in the authority discourses
It is known that in some Finnish municipalities the amount of children that receive intensified and special support is by percentage low in relation to the amount of children in the early childhood education and care. The aim of this research was to increase the understanding of the reasons behind the statistical variation in the providing of development and learning support. The frame of reference is social constructionism, hence the focus on the linguistic interpretations through which the realities of development and learning support are being constructed.
The material consists of the interviews of nine municipal officials in charge of the development and learning support (N=9). The authorities represented the municipalities which were divided according to the the rate of provided support e.g. low, average or high in relation to the amount of children in the early childhood education and care. Their title of profession were Development Manager, the Result Manager of early childhood education and care, the consulting special needs teacher and the resource teacher. The informants were selected through a purposeful sample, due to this research being a part of a more extensive project ”TEAS – Development of evaluation of special education”. The informants were given the questions in forehand, and the interview itself was done through the phone. In the beginning of the interview guide there were general questions of development and learning support being asked, following the informants’ discussion of three imaginary children called Ville, Toivo and Sara and their needs of special support.
The material was thematized in interpretative repertoires that were identified through discourse analysis. The main interest was how the informants were constructing the reality. In the identification of those constructions were discourse analytical tools used to interpret the rhetorics and to be able to draw conclusions.
The regulative law of early childhood education and care, as well as the leading documents, are open to interpretation, which leads to different support structures in different municipalities. One of those structures is the model of learning and schooling, which is regulated in Basic Education Act. The model of its´ three stages of support has been brought into use in some of the municipalities. This research was studying the interpretative repertoires which the support structures of municipalities were based on. The results show that the support structures are being seen as clear in the municipalities that follow the three stage model. The municipalities that hadn’t applied the three stage model have motley and to some extent unorganised instructions and constructions. In common for all the municipalities was the will to invest in the general support, so called everyday pedagogy, to support all children. In seven municipalities the need of special support was strived to be responded to as soon as the need was being manifested, without having to go through the administrative ruling. In addition, the representatives of the municipalities that provided little support used rhetorics that questioned the special support.
Apart from the support structures the research was interested in the type of interpretative repertoires that the reasoning about inclusion was constructed on. The rhetoric related to this stressed the small group and individuality aspects. Small group activities seem to have gained almost an hegemonic status in the early childhood education and care. It is believed that by divi-ding children into small groups it is easier to detect and respond to the child’s needs of support and to prevent the problems. However, the results found that detecting the needs of support, and the definition of adequate support was too linked to the subjective evaluation of the educator. In the cases of Ville, Toivo and Sara the subjectivity of the definition appeared so that the same child could be seen as in need of the general, intensified and special support. This increases the inequality between children. Further, the inclusive thinking was highly constructed as the importance of responding to the individual needs. The relevance of the community as a supportive factor was not being brought up at all.
The results can be drawn into conclusion that the municipalities that provide little support and don’t use the three stages of support, strive to develop the early childhood education and care into a more inclusive direction. Since these municipalities question the special support and don’t acknowledge the intensified support, it can appear in the statistics as paucity of providing support. Although the development towards inclusion is desirable, apart from the individual perspective the focus should also be on collective empowering of the groups of children. The developing support structures in the municipalities are as yet unstructured but more inclusive compared to the model of three stages of support. It would be desirable that the future instructions from the state would focus on supporting this development that’s taking place in the municipalities. The relation to the three stage support model of learning and schooling should be defined distinctly and quickly. It is justified to discuss if it actually is of any need in the early childhood education. Moreover, apart from the high-quality general support the resources should be channeled so that sufficient special support for those in need will also be provided.
