Tiivistelmä
Tämän opinnäytetyön tarkoituksena on tarkastella ja kuvata eri viranomaistahojen työskentelytapoja ja toimintamalleja kohdatessaan päihteitä käyttävän asiakkaan, sekä viranomaisten kohtaamista asiakkaan kokemana. Tavoitteena on luoda kuvailevan tiedon pohjalta yhtenäinen toimintamalli päihdeasiakkaan ohjaukseen eri viranomaistahojen kesken. Työ on kuvaileva tutkimus ja teoreettiseksi viitekehykseksi on valittu voimaantumisteoria sekä kuntouttava näkökulma. Suomessa asiakaslähtöisyys ja voimavarakeskeisyys ovat olleet kuntoutuksen muotitermejä koko 1990-luvun. Empowerment- prosessin käynnistyminen kuntoutuksen yhteydessä on tavoite, joka näyttää jäävän usein toteutumatta, mutta olisi kuitenkin olennainen osa räätälöityä kuntoutuspolkua. Juha Siitonen väitöskirjassaan ”Voimaantumisteorian perusteiden hahmottelua” (1999) on tutkinut voimaantumisteoriaa ja hänen mukaansa teoria koostuu viidestä premissistä eli väittämästä, jotka yhdessä muodostavat teorian ihmisen voimaantumisesta. Opinnäytetyön kohderyhmä koostuu Saarijärven työvoimatoimiston työvoimaneuvojista (n=12) ja Saarijärven kaupungin, Kannonkosken, Karstulan, Kivijärven, Kyyjärven ja Pylkönmäen kuntien ja terveydenhuollon kuntayhtymän sosiaalityöntekijöistä (n=12) sekä toimijoiden yhteisiä asiakkaita (=12). Aineistonkeruumenetelmänä on käytetty kyselyä, haastattelua ja havainnointia. Viranomaistahoilta aineistoa on kerätty kyselyn avulla ja asiakkaat ovat osallistuneet ryhmähaastatteluun Saarijärvellä ja Pylkönmäellä. Havainnointia on tehty mm. osallistumalla PAV-leireille. Aineiston analyysi on laadullista analyysiä. Kyselyyn vastanneista 17 henkilöstä kahdeksan oli sosiaalitoimen ja yhdeksän työvoimatoimen työntekijää. Kaikista asiakkaista (n=150) on arvion mukaan päihteidenkäyttäjiä 34 henkilöä. Näistä naisten osuus on 1/3 eli 12 naista. Päihteidenkäyttäjäasiakkaiden keski-ikä on 42 vuotta. Päihdeasiakasta tavatessa keskeisimmät asiat, joista keskustellaan, ovat raha-asiat, päihteet ja niitä nautittu määrä, työasiat sekä päihteiden terveysvaikutukset. Vastaajien mielestä päihteiden käyttö tulisi ottaa puheeksi tapaamisten yhteydessä. Tapaamisissa asiakkaalle kerrotaan faktatietoa tämän päivän työmarkkinoista. Yhteistyö laajentaa näkökulmia eri asioiden hoitamisessa ja on välttämätöntä viranomaistyöskentelyssä. Kyselyyn vastaajat kokevat päihdeasiakkaan ohjaamisen useimmiten turhauttavana ja ongelmallisena. Työ on ihmisarvolle tärkeää. Työttömyys sen sijaan lannistaa ja passivoi ihmisen. Vastaajien mielestä terveyden edistäminen ja ennaltaehkäisevä työ tulisi näkyä kokonaisvaltaisena työotteena. Tutkimuksen tuloksena syntynyt toimintamalli kuvaa eri tahojen yhteistyön tärkeää merkitystä asiakkaan edetessä portaikolla eteenpäin, asiakkaan jatkuvaa tukemista arjessa sekä valinnanmahdollisuuksien kartoittamista ja mahdollisimman matalaa kynnystä siirtyä askeleelta toiselle. Opinnäytetyö on yhteydessä työelämään ja suoraan omaan työhöni. Toimin kuntouttavan työtoiminnan ohjaajana Saarijärvellä. Työn onnistumiseen vaikuttaa jo ennestään toimiva yhteistyö sosiaalitoimen ja työvoimatoimiston työntekijöiden kanssa. The purposes of the present study were to examine and describe the policies and approaches the various authori-ties follow when they meet with clients who use intoxicants, and the clients’ opinions about their encounters with the authorities. The aim was to create a consistent operating model for intoxicant abuser supervision between the authorities on the basis of the descriptive data gathered. The approach was descriptive, and the theoretical framework was based on the theory of empowerment and the rehabilitative perspective. In the area of rehabilitation, the buzzwords “client-oriented” and “resource-oriented” prevailed in Finland in the 1990's. However, it seems that in many cases the empowerment process does not begin during the rehabilitation at all, although it is an essential part of the rehabilitation process. Juha Siitonen (1999) examined the theory of empowerment in his doctoral dissertation entitled “Voimaantumisteorian perusteiden hahmottelua”. According to Siitonen (1999), the theory of human empowerment consists of five premises. The target group consisted of 12 employment consultants working in the employment office of Saarijärvi, a total of 12 social workers from the city of Saarijärvi and the municipalities of Kannonkoski, Karstula, Kivijärvi, Kyy-järvi and Pylkönmäki and the federation of municipalities, and their mutual clients (12 persons). The data were collected by a questionnaire, interviews and observation. The employment consultants and social workers an-swered a questionnaire, whereas their clients participated in group interviews in Saarijärvi and Pylkönmäki. Ob-servation was carried out on alcohol rehabilitation camps. The data were analysed using qualitative analysis. Eight of the 17 respondents who answered the questionnaire worked for the social services and nine for the em-ployment services. It was estimated that out of the total of 150 clients, 34 were intoxicant abusers. One third of them were women (12 persons). The average age of the intoxicant abusers was 42 years. The results showed that when an employment consultant or a social worker meets with an intoxicant abuser, the most common topics discussed are financial matters, intoxicants and the amount consumed, work-related issues and health hazards caused by intoxicant abuse. The respondents held the opinion that intoxicant abuse should be discussed during the appointments. In addition, clients are told facts about the present-day employment market. Collaboration between the social and the employment authorities broadens the perspectives of both parties and is essential for their work. The respondents often saw counselling an intoxicant abuser as frustrating and problematic. Work is essential for human dignity. Unemployment demoralises individuals and they become inactive. The respondents thought that the health promotion and preventive work aspects should be incorporated into a holistic approach. The resulting operating model describes the importance of collaboration between authorities as the client proceeds from one level to the next, the constant support to be provided in everyday life, as well as exploring the client’s options, and smoothing their way to the next level. The present study is directly connected to practice and my own job. I work as a rehabilitative work instructor in Saarijärvi. Well functioning collaboration between social service and employment office personnel assists greatly in achieving good results.
