Tiivistelmä
Tämän työn tavoite on kartoittaa Turun ammattikorkeakoulun Hansel Oy:n kautta tehtyjen hankintasopimusten nykytilaa ja tutkia, millä tavoin kestävän hankinnan näkökulmat otetaan niissä huomioon. Julkisilla hankinnoilla on suuren volyyminsa takia mahdollisuus vaikuttaa ja näyttää esimerkkiä muille alalla toimiville organisaatioille tekemällä kestäviä ja ympäristöä säästäviä hankintoja. Kestävillä ja ympäristöä säästävillä hankinnoilla voidaan huomattavasti vähentää hankittavien tuotteiden, palveluiden ja urakoiden elinkaarikustannuksia. Työn teoriaosuudessa avataan, millaisia julkiset hankinnat ovat, mitä vaiheita julkiseen hankintaprosessiin kuuluu sekä millä tavoin hankintalaki säätelee julkista hankintaprosessia ja miten se mahdollistaa ympäristönäkökulmien huomioimisen hankintaprosessin eri vaiheissa. Työssä kuvataan sitä, mitä kestävät ja ympäristöä säästävät julkiset hankinnat ovat ja esitellään niiden työkaluja, eli ympäristöjärjestelmiä ja -sertifikaatteja. Tutkimuksen perusteella ympäristön ja kestävän hankinnan näkökulmat huomioidaan ole-massa olevissa Hansel Oy:n hankintasopimuksissa todella hyvin.
Työn toimeksiannon taustalla on kansainvälinen Capitalizing key elements of Non-HazCity: empowering private and professional users for better risk management and use reduction of chemical products in their cities, NonHazCity II -hanke. The objective of this work is to survey the current state of Turku University of Applied Sciences’ procurement contracts awarded through Hansel Oy and to find out how sustainability aspects are considered in them. Due to its high volume, public procurement has the potential to influence and set an example for other organizations in the field by making sustainable and green public procurement. These procurements can significantly reduce the life cycle costs and impacts to nature when compared to goods, services, and works with the same primary function that would otherwise be procured.
The theorical part of the thesis opens up what public procurement is, what stages belong to the public procurement process, and how the Public Procurement Act regulates the public procurement process and how it enables environmental aspects to be taken into account at different stages of the procurement process. After that will be explained what sustainable and green public procurement are and will introduced its tools environmental systems and certificates. Based on the research, the environmental and sustainable procurement aspects are well considered in existing Hansel Ltd’s procurement contracts.
