Tiivistelmä
Opinnäytetyön taustalla on ICT-valmisjärjestelmien hankintaan liittyvät vaatimusmäärittelyn haasteet. Vaatimukset olivat epätarkat tai sitten ne oli kuvattu liiankin yksityiskohtaisesti. Niiden keräämiseen ja dokumentointiin liittyi myös kehittämisen tarpeita. Vaatimusmäärittelyä tehdään kaikenlaisissa ICT-hankinnoissa. Valmisjärjestelmien kohdalla vaatimukset kohdistuvat kuitenkin tuotteeseen, joka on jo olemassa. Monesti järjestelmää ei voida ottaa käyttöön sellaisenaan vaan sitä muokataan ja räätälöidään organisaation tarpeisiin. Siihen liittyy myös integraatiota muihin järjestelmiin.
Opinnäytetyön tutkimuksen tavoitteena oli selvittää kohdeyrityksen tärkeimmät vaatimusmäärittelyn kehittämiskohdat valmisjärjestelmän hankintapäätöksen onnistumisen kannalta. Kehittämällä vaatimusmäärittelyä ja siihen liittyvää prosessia osattaisiin tehdä parempi hankintapäätös ja vähentää myös hankinnan jälkeistä muutoshallinnan tarvetta. Näkökulma oli ostavan organisaation.
Opinnäytetyö tehtiin tapaustutkimuksena soveltaen sen alalajin, konstruktiivisen tutkimuksen vaiheita. Teoriaosa sisältää hankinnan ja vaatimuksen käsitteiden määrittelyä sekä vaatimusten keräämisen, kommunikoinnin ja dokumentoinnin menetelmiä. Teoriaosa sisältää myös kahden eri hankintamallin esittelyn, joista toinen koskee valmisjärjestelmien hankintaa ja siihen liittyvää vaatimusmäärittelyä.
Empiirinen osa työstä sisältää kohdeyrityksessä tehdyt haastattelut sekä kehittämisehdotuksen eli konstruktion. Haastatteluiden perusteella suurimmaksi kehittämisen kohteeksi nousivat vaatimusten kirjaamiseen ja vaatimusten määrittelyn työskentelytapaan liittyvät haasteet. Kehittämisehdotus koostui lopuksi näistä teemoista: vaatimusmäärittelyn prosessi, menetelmät ja välineet sekä toimintatapojen ja -mallien kehittäminen.
Lopuksi työssä analysoitiin saavutettuja tuloksia, niiden hyödynnettävyyttä sekä arvioitiin oppimisen prosessia. Johtopäätöksenä oli, että opinnäytetyön tavoitteet saavutettiin. Konstruktion käyttöönotto ja jalkautus jäi kuitenkin odottamaan opinnäytetyön jälkeistä aikaa. Konstruktiosta on poimittavissa elementtejä, jotka ovat sovellettavissa myös muihin organisaatioissa. The thesis is based on the challenges of requirements definition related to the procurement of ICT off-the-shelf software products or ready-made systems. The requirements were imprecise or described in too much detail. Elicitation and documentation of requirements was necessary to be developed.
Requirements defined in all types of ICT procurement. Requirements definition for off-the-shelf software systems refer to existing product. The system must, however, in many cases to be configured or tailored to the needs of the organization. The product may be integrated to other systems too.
The aim of the thesis was to find out the most relevant points for the requirements specification from the point of view of the success of the finished ICT off-the-shelf software or ready-made systems procurement decision.
It was assumed that by developing the requirements gathering and definition process, it would be possible to make a better procurement decision and reduce the need for post-acquisition change management too. The thesis has been done from the perspective of purchasing organization.
The empire part of the thesis was done as a case study, applying the stages of its subspecies, constructive research. The concepts of procurement and requirement will defined and the techniques of eliciting, communicating and documenting presented
in the theory part of the thesis. The thesis includes two different procurement model, one of which concerns the procurement and requirements definition of the off-the-shelf software system.
The empirical part of the thesis includes interviews conducted in the target company and a development proposal or construction. Based on the interviews, the biggest areas for development were the challenges related to recording of requirements and the way in which requirements are defined. Finally, the development proposal consisted of the themes: the requirements definition process, methods and tools, and the development of policies and models.
Finally, the thesis analyzed the results achieved, their usability and evaluated the learning process. The conclusion was that the goals of the thesis were achieved. However, the implementation of the construction was left to wait for the time after the thesis. There are elements in the construction that are also applicable to other organizations.
