Tiivistelmä
Tässä opinnäytteessä tutustutaan Turun yliopiston toimintaympäristöön rahoituksen näkökulmasta ja perehdytään tarkemmin käyttöomaisuuden kirjaamiseen ja hallintaan. Työn tarkoituksena on esitellä käyttöomaisuushallinnan prosessin kehittämistyötä talouden näkökulmasta. Tämä prosessi käsittää koko investoinnin elinkaaren sen suunnitteluvaiheesta varsinaiseen hankintaan ja aina siihen asti, kunnes käyttöomaisuus on poistettu kirjanpidossa poistosuunnitelman mukaisesti. Tavoitteena oli luoda läpinäkyvä ja informatiivinen prosessi vuosisuunnittelunkin välineeksi, jonka avulla käyttöomaisuuden hallinta helpottuu ja nopeutuu.
Käyttöomaisuushallinnan prosessin kehittämistyö aloitettiin tarkastelemalla yliopiston Talouspalvelut-yksikön eri tiimien tarpeita ja rooleja investointihankinnoissa sekä kartoittamalla käyttöomaisuushallinnan elinkaarta. Näiden tiimien edustajista koottiin kehittämistyöryhmä, johon liittyi sittemmin myös Turun yliopiston Tutkimusedellytykset-yksikön edustajia. Kehittämisyöryhmän keskustelujen ja ideoinnin pohjalta luotiin yliopiston tutkimusinfrastruktuureille tarkoitettuihin sisäisiin määrärahoihin sovellettavat poistokompensaatiokoodit sekä investointien elinkaarityökaluksi infrasuunnitelmapohja, eli niin sanottu infra-excel. Excel-lomake koostuu vuosisuunnitteluun liitettävästä investointi-suunnitelmaosiosta sekä varsinaisesta investoinnin toteutusosiosta.
Infra-excel otettiin yliopistolla positiivisesti vastaan, mutta jo alussa oli selvää, että pilottivaiheen jälkeen tavoitteena olisi kehittää vastaavaan tarkoitukseen digitalisoitu prosessi. Sähköinen järjestelmä voisi vastata myös paremmin tarpeisiin, joihin perinteisempi ja kankeampi Excel-tiedosto ei taivu. Tämän kehitystyön myötä käyttöomaisuushallinnalle on nyt olemassa yliopistossa yhtenäinen prosessi, mutta sen jatkokehittely etenee vielä tämän opinnäytetyön jälkeenkin. This thesis introduces the operating environment of the University of Turku from the financing point of view, and the registration and handling of fixed assets is studied in more detail. The purpose of this work is to showcase the development work of the fixed assets management process from the financial perspective. This process consists of the whole life cycle of investment from the planning stage to the actual acquisition, up until the fixed assets are written off according to the depreciation plan. The aim was to create a transparent and informative process to serve as an annual planning tool, which will make the management of fixed assets easier and faster.
The development of the fixed asset management process began by examining needs and roles of separate teams in the University's Financial Services unit in investment procurement, and by mapping out the life cycle of fixed assets management. Representatives of these teams gathered together as a development group, in which representatives of the Research Development unit then also joined. Based on the discussions and ideas of the development group, depreciation compensation codes applicable to the internal allocations for the university's infrastructures were created, as well as the infrastructure plan base as an investment life cycle tool, i.e. the so-called infra-excel. The Excel form consists of the investment plan section attached to the annual planning, and the actual investment implementation section.
The infra-excel was greeted positively at the university, but it was clear from the beginning that after the pilot phase the aim would be to develop a digitized process for the same purpose. An electronic system could also better meet the needs that the more traditional and rigid Excel-file cannot meet. With this development work, there is now a unified process for fixed asset management at the University, but further development will continue after this thesis.
