Tiivistelmä
Opinnäytetyön tavoitteena oli selvittää, mikä on toimiva sisäilmaprosessi ja mikä on rakennusvalvonnan rooli siinä. Tarkoituksena oli laatia sisäilmaongelmarakennuksen prosessikaavio kiinteistön omistajan käyttöön, käyttäjälle sekä rakennusvalvonnalle. Työssä tarkasteltiin myös rakennusalan pätevyyksiä. Pätevyyksiä on määritelty terveydensuojelulain ja maankäyttö- ja rakennuslaissa, mutta alalla on myös paljon pätevyyksiä, joita esimerkiksi Fise Oy valvoo ja, jotka perustuvat muuhun kuin lain nojalla annettuihin vaatimuksiin.
Työn teoriaosassa käytettiin kirjallisuuslähteitä, verkko- sekä luentoaineistoja. Lisäksi haastateltiin kuntien ja yrityksen edustajia. Rakennusvalvonnan henkilöstölle tehtiin kyselytutkimus, jossa selvennettiin, mihin korjaustyöhön tarvitaan lupa ja minkälainen yhteistyö on terveystarkastajien ja rakennustarkastajien välillä. Kyselytuloksen perusteella voidaan sanoa, että kunnissa on kovin erilaisia tapoja keskenään arvioida, mikä korjaus- ja muutostyö tarvitsee luvan ja mikä ei. Pätevyysosiossa tulee esille myös, että rakennusalan yleiset pätevyydet ja terveydensuojelun mukaiset pätevyydet, eivät ole tunnettuja, mutta toisaalta tunnetaan hyvin maankäyttö- ja rakennuslain mukaiset pätevyysvaatimukset.
Tutkimusaineiston perusteella voidaan sanoa, että rakennusvalvontaa ei mainita kaikissa sisäilmaprosesseissa osana prosessia. Kuitenkin korjaustoimenpiteet, joilla voi olla vaikutusta käyttäjien turvallisuuteen tai terveellisyyteen tarvitsevat luvan maankäyttö- ja rakennuslain mukaan. Epäselväksi jäi, johtuuko tämä siitä, että terveydensuojelua ja rakennusvalvontaa ohjaavat eri ministeriöt. Aluehallintoviraston koulujen sisäilmaongelmiin puuttuvassa ohjeistuksessa on kirjattu rakennusvalvonnalle rooli, mikä sille maankäyttö- ja rakennuslain mukaan kuuluu olla.
Työn lopputuloksena syntyi yksinkertaiset kaaviot, miten rakennusvalvonta, kiinteistön omistaja ja käyttäjä voivat edetä sisäilmaongelman havaitessaan. Oletuksena näissä kaavioissa on, että rakennusvalvonta osallistuu sisäilmaryhmän toimintaan. Kehittämistyöksi jää, se miten rakennusvalvonta saataisiin osaksi sisäilmatyöryhmää, miten saataisiin lisäkoulutusta sisäilmaongelmista rakennusvalvontaan niin, että kaikki tarvitsevat voisivat siihen osallistua ja riittävästi resursseja, jotta tätä työtä voitaisiin toteuttaa. Mietittäväksi jää voisiko rakennusvalvonnan tiiviimmällä osallistumisella sisäilmakohteisiin tuottaa lisäarvoa korjauskohteisiin. The aim of the present Master’s thesis is to explore what a working indoor air process is and what the role of the building inspection authorities is. The purpose was to compose a process scheme for the owner of the real estate, the user and the building inspection authorities. Also, the competences of the building branch were observed in this study. The competences are defined in the health protection law and land use and building act, but the branch also has a lot of competences that are supervised by for example Fise Oy and that are based on other than the requirements defined by the law.
The theory part of this study discusses literature sources, web materials and lecture materials. In addition, representatives of municipalities and businesses were interviewed. A survey was carried out with the personnel of the building inspection authorities to clarify the repair works that need a permit and to see how the collaboration between the health inspectors and the building inspectors work. Based on the questionnaire, the municipalities seem to have different ways to evaluate which repair and modification works need a permit and which do not. The competence part shows that the common competences of the building branch and the health protection are not well known, but, on the other hand, the competence requirements of the land use and building act are better known.
Based on the research material it can be stated that the building inspection authorities are not mentioned as a part of the process in all indoor air processes. Still, the repair works that affect the user’s safety or health need a permit according to the land use and building act. It remained unclear whether this is a result of the different ministers leading the health protection and the building inspection authorities. According to the Regional State Administrative Agencies’ directions that address indoor air problems in schools, the building inspection authorities have a role, as stated in the land use and building act.
As a result of the study, simple schemes of how the building inspection authorities, the owner of the real estate and the user can proceed when discovering an indoor air problem were created. The assumption in these schemes is that the building inspection authorities are involved in the activity of the indoor air group. Need for further development was found in how the building inspection authorities could be integrated as a part of the indoor air group, how further education in indoor air problems could be added to the building inspection authorities in a way that it is available to everyone needing it and how the resources would be sufficient to carry out this work. Further discussion on if closer participation of the building inspection authorities in indoor air projects add value to the repair projects is needed in the future.
