Tiivistelmä
Tässä opinnäytteessä tarkasteltiin Lounais-Suomen poliisilaitoksen rikostorjuntasektorin sähköpostitse tapahtuvaa sisäistä viestintää. Tiedossa oli ennen opinnäytetyön aloittamista, että sähköpostia tulee jatkuvasti ja niihin tulisi henkilökunnan perehtyä. Opinnäytetyön tarkoituksena oli tuoda esille ongelmakohtia sähköpostiviestinnässä ja saada kehittämisehdotuksia, miten poliisihallinnon uudet ja muuttuneet ohjeet ja määräykset tulisi käydä läpi.
Opinnäytetyön tutkimusaineisto kerättiin sähköisellä lomakekyselyllä, joka jaettiin Lounais-Suomen poliisilaitoksen rikostorjuntasektorin henkilöstölle alkuvuonna 2020. Lomakekyselyllä saatiin vastauksia koko rikostorjuntasektorin henkilöstöltä sähköpostiviestinnän tämän hetkisestä tilanteesta. Lomakekyselyllä selvitettiin vastaajien näkemyksiä siitä, miten ohjeistuksia ja määräyksiä tulisi perehdyttää henkilöstölle.
Tulosten perusteella selvisi, että henkilöstö on kohtuullisesti ajan tasalla voimassa olevista poliisihallinnon ohjeistuksista ja määräyksistä. Työaika ei riitä ohjeiden ja määräysten perusteelliseen perehtymiseen. Esimiehet jatkolähettävät sähköpostiviestejä ilman niihin perehtymistä. Henkilöstö haluaisi käydä uudet ja muuttuneet ohjeistukset ja määräykset läpi koulutustilaisuuksissa tai ryhmäpalavereissa.
Tämän tutkimuksen perusteella voidaan todeta, että esimiesten tulisi perehtyä ensin itse saamiinsa sähköposteihin ennen kuin he lähettävät ne eteenpäin. Lähetettävän sähköpostin sisältö pitää tiivistää vastaanottajille. Esimiesten tulisi harkita kenelle sähköposti lähetetään ja varmuuden vuoksi lähettämistä tulee välttää. Lounais-Suomen poliisilaitokselle tulee kehittää prosessikuvaus sähköpostitse lähetettäviin poliisihallinnon ohjeistuksiin ja määräyksiin. This thesis work concentrates on studying the internal email communication in the crime prevention sector of the Southwestern Finland police department. Before starting the thesis work it was known that the personnel received emails continually and should familiarize with them. The purpose of this thesis was to highlight problematic aspects in e-mail communication and to find suggestions for development, how the changed instructions and orders should be informed to the personnel.
The research material of the thesis was collected by electronic questionnaire form which was shared in early 2020 to the personnel in the crime prevention sector of the Southwestern Finland Police Department. The questionnaire provided answers from entire crime prevention sector to clarify the current state of e-mail as a means of internal communication. The questionnaire surveyed the respondents’ views on how instructions and orders should be introduced to personnel.
Based on the results the personnel is moderately up to date with the current instructions and orders of the police administration. The working time is not enough to thoroughly read the instructions and orders. Supervisors forward emails without familiarization. The personnel would like to go through new and changed instructions and orders at training sessions or group meetings.
The results of the research supervisors should first familiarize themselves with the emails they receive before forwarding them. The content of the outgoing e-mail must be concise to the recipients. The supervisors should consider who the email is being sent to and sending just in case to different recipients should be avoided. A process description for the police administration’s instructions and orders to be sent by e-mail should be developed to the Southwestern Finland police department.
Opinnäytetyön tutkimusaineisto kerättiin sähköisellä lomakekyselyllä, joka jaettiin Lounais-Suomen poliisilaitoksen rikostorjuntasektorin henkilöstölle alkuvuonna 2020.
