Tiivistelmä
Taloushallinnon prosessien automaatioaste nousee ja ohjelmistorobottien hyödyntäminen julkisella sektorilla lisääntyy. Varsinais-Suomen sairaanhoitopiirin taloushallinnon palvelukeskuksessa ollaan ottamassa käyttöön ohjelmistorobotti asiakaslaskutusprosessin tehostamiseksi. Prosessin ensimmäiseksi automatisoitavaksi osaksi on valittu asiakkaiden maksuttomien poliklinikkakäyntien käsittely laskutusjärjestelmässä. Maksuttomien käyntien status pitää muuttaa niin, että ne eivät ajaudu laskutettavaan aineistoon. Prosessi on rutiininomainen ja hidastaa laskutusajojen läpimenoaikaa.
Tämän opinnäytetyön tavoite on selvittää, kuinka kannattava ohjelmistorobotti-investointi on taloushallinnon palvelukeskukselle laskemalla, kuinka nopeasti nettotuotot kattavat investoinnin hankintamenot. Tutkimus koostuu kahdesta osasta, joista ensimmäinen keskittyy asianmukaiseen teoriaan ja toinen varsinaiseen, empiiriseen tutkimukseen. Empiirisessä osuudessa hyödynnetään kvalitatiivisia tiedonhankintamenetelmiä.
Teoriaosuuden ensimmäinen osa käsittelee ohjelmistorobotiikkaa kannattavuuden näkökulmasta ja toinen osa kuvailee investoinnin kannattavuuden laskentamenetelmiä. Lähdeaineisto koostuu ajankohtaisista verkkoaineistoista sekä tietokirjoista. Tutkimusosuudessa suoritetaan puolistrukturoituja teemahaastatteluja, joiden avulla selvitetään tutkimusongelman historiaa ja nykytilaa. Lisäksi tutkitaan, kuinka paljon maksuttomien käyntien käsittelyyn kuluu aikaa ja kuinka paljon kustannuksia siitä aiheutuu työnantajalle. Hankitun tiedon pohjalta arvioidaan investoinnin kannattavuutta takaisinmaksuajan menetelmää käyttäen.
Tutkimuksessa selvisi, että asiakaslaskutuksessa työskentelevien toimistosihteerien aikaa kuluu maksuttomien käyntien käsittelyyn vuositasolla noin 722 tuntia ja työvoimakustannuksia työnantajalle kertyy kyseisestä ajasta lähes 22 200 euroa. Takaisinmaksuajan menetelmää käyttäen ohjelmistorobotin hankintahintaa ja ohjelmistorobotista aiheutuvia kustannussäästöjä verrattiin toisiinsa ja tulokseksi saatiin, että saavutetut säästöt kattaisivat kustannukset muutaman ensimmäisen kuukauden kuluessa. Kustannussäästöjen lisäksi ohjelmistorobotin käyttöönotto vähentäisi asiakaslaskutusprosessin manuaalisia vaiheita ja muokkaisi toimistosihteerien työnkuvaa mielekkäämmäksi. The level of automation in finance and accounting processes is increasing and the utilization of Robotic Process Automation (RPA) becomes more common in the public sector. Financial administration service center of the Hospital District of Southwest Finland is planning to implement an RPA tool to increase the efficiency of their customer billing process. The first part of the process chosen to be automated is the handling of the customers’ free outpatient clinic visits in the billing system. The status of the free outpatient clinic visits needs to be changed so that they will not end up in the invoicing data. The process is repetitious and deteriorates the efficiency of the customer billing process.
The purpose of this thesis is to evaluate how profitable the RPA investment is for the financial administration service center by calculating how fast the cash outlay will be covered by the net savings generated by the investment. The paper consists of two sections, the first of which concentrates on the relevant theory and the second of which on the actual, empirical study. In the empirical section qualitative research methods are being utilized.
The first part of the theoretical section discusses the Robotic Process Automation from the profitability’s point of view and the second part describes the capital budgeting methods. The source material is comprised of current online sources and applicable books. In the empirical section semi-structured thematic interviews are being performed to explore the history and current state of the research problem. In addition, the time it requires to handle the free outpatient clinic visits and the costs it generates for the employer are examined. Based on the acquired data the profitability of the RPA investment is being evaluated by using the payback method.
Through the study it was clarified that it takes up to 722 hours per annum of the customer billing team employees’ working time to handle the free outpatient clinic visits and during this time labor costs worth almost €22,200 are being accrued for the employer. By using the payback method, the cash outlay of the RPA investment and the net savings generated by it were compared. The results showed that during the first few months the costs would be covered. In addition to the cost savings, adopting the RPA tool would reduce the manual operations in the customer billing process and make the job description of the billing team’s employees more meaningful.
