Tiivistelmä
Suomessa peruskorjataan ja puretaan valtavia määriä rakennuksia, jotka ovat rapistuneet lähes käyttökelvottomaan kuntoon. Valtakunnallisesti on käynnissä useita hankkeita, joilla pyritään lisäämään tietoisuutta sisäilmaltaan terveellisten rakennusten toteuttamiseen, niin uudis- kuin korjausrakentamisessa.
Julkisen hallinnon ylläpidon budjetointi on arvoltaan perustunut pääosin aikaisempien vuosien budjetteihin. Tämä aiheuttaa alimitoitettuna valtavaa korjausvelan kasvua. Tilastokeskus on raportoinut korjausrakentamisen arvon olevan vain murto-osan korjausvelan määrästä.
Korjauksiin ryhtyessä on syytä aina selvittää vaurioiden syyt. Kun vaurioiden aiheuttaja saadaan riittävällä varmuudella eliminoitua, voidaan rajoitetut korjausmäärärahat kohdentaa oikein.
Tämän opinnäytetyön tavoitteena on luoda Kaarinan kaupungille työkaluja hallinnoida rakennuskantaansa ja löytää parhaimmat tavat kohdistaa korjausmäärärahat mahdollisimman oikeisiin kohteisiin.
Kirjallisuustutkimuksessa on perehdytty siihen, mitä virheitä korjausrakentamisen budjetoinnissa ja toteutuksessa tehdään Suomessa yleisesti. Tämän lisäksi on tutkittu, miten eri valinnat vaikuttavat pidempiaikaisesti koko omistettuun rakennuskantaan. Erilaisia omistajan keinoja ja tapoja hallinnoida rakennuskantaa on selvitetty julkisen sektorin osalta.
Työssä myös kuvataan, miten Kaarinassa on talonrakennuksen pieninvestoinnit aiemmin tehty ja mitä eri strategisia työkaluja on käytetty. Vuoden 2020 määrärahan anomisen yhteydessä toteutettiin pilotointi, jossa käytettiin uusia menetelmiä. Lopuksi johtopäätöksiin on ehdotettu ratkaisuja, miten koko investointiprosessi saadaan toteutettua. Huge amounts of buildings are being renovated and demolished in Finland, and they have decayed into almost unusable condition. Nationwide there are numerous projects underway to raise awareness of how to renovate and build buildings that have good and healthy indoor climate.
The value of budgeting for the maintenance of public administration has been mainly based on the figures from the previous years. This may lead to a huge increase in overdue debt. Statistics Finland (Tilastokeskus) has reported that the value of renovation construction is only a fraction of the amount of the repair debt.
When you plan renovations, it is always important to determine the cause of the damage. Once the cause of the damage can be eliminated with reasonable certainty, the limited maintenance budget can be properly targeted.
The purpose of the present Master´s thesis is to provide the city of Kaarina with instruments to manage its building stock and find the best ways to target its renovation budget to the most appropriate sites.
The literature review discusses mistakes that are generally made in the budgeting and implementation of renovation construction in Finland. In addition, the study focuses on how different choices affect the entire building stock in the long term. Different ways of managing the building stock have been explored from the point of view of the public sector.
The study also describes how small investments have been made in Kaarina in building construction in the past and which different strategic tools have been used. In the context of applying for the 2020 annual budget, a piloting was conducted. Finally, solutions have been suggested for the implementation of the whole investment process.
