The goal of this thesis was to develop an operations model for Vaasa Hospital District, which would enable the launch of a single paramedic unit in Vaasa Hospital District. The purpose was to find a way for a single para-medic unit to function in the best way possible to serve the citizens of its district, to support the emergency medical units in the district and to decrease the amount of patients seeking treatment through joint emergency services. A further goal was to find out the types of emergency care tasks, which a single paramedic unit best applies to and to find the best practice for Vaasa Hospital District.
Quantitative and qualitative approaches were used in this thesis. The qualitative approach was carried out by sending email questionnaires to three organizations, where there was a single paramedic unit. The purpose of the questionnaires was to learn about the service models within the organizations, the procedures of the sin-gle paramedic unit, the different tasks, work safety, quality control and service control. Statistics of all emergency care missions between 2016 and 2017 were obtained from Vaasa Hospital District for the quantitative part. The statistics were used to research the amount of emergency care missions, the types of tasks and especially the types of tasks, which resulted in the patient not getting transported. When combined, the results from the questionnaires and the statistics helped in creating an operations model for a single paramedic unit in Vaa-sa Hospital District.
The results show that a single paramedic unit alone will not be able to serve the whole district due to the geographical challenges Vaasa Hospital District imposes. The results provided material for understanding the different types of emergency care tasks, which a single paramedic unit is capable of taking care of, considering safety at work.
