Tiivistelmä
Turvallisuuskysymyksistä on tullut entistä tärkeämpi osa oppilaitosten toimintaa. Turvallisuutta tulisi toteuttaa oppilaitoksissa johdetusti, tehokkaasti ja kokonaisvaltaisesti. Oppilaitosten ja korkeakoulujen yhtenä tavoitteena pitäisi olla systemaattisen turvallisuusjohtamisen pitkäjänteinen kehittäminen. Turvallisuusjohtaminen on osa kaikkea organisaation johtamista. Siinä yhdistyvät menetelmien, toimintatapojen ja ihmisten johtaminen. Tämän opinnäytetyön tarkoituksena oli tuottaa Lounais-Hämeen koulutuskuntayhtymälle ajankohtaista tietoa organisaation turvallisuusjohtamisesta. Tavoitteena oli lisäksi ohjata Lounais-Hämeen koulutuskuntayhtymän turvallisuusjohtamista kehittymään entistä parempaan suuntaan. Kyseessä oli laadullinen tutkimus, jossa pyrittiin kuvaamaan asiain tilaa yhden organisaation osalta. Täten kyseessä oli tapaustutkimus. Turvallisuusjohtamisen tason selvittämiseksi tarkasteltiin oppilaitoksen asiakirjoja, tehtiin ryhmähaastattelu nelihenkiselle turvallisuuden valmisteluryhmälle ja toteutettiin teemahaastattelut kahdeksalle turvallisuustiimin jäsenelle. Tuloksia analysoitiin teoriapohjaisen sisällönanalyysin keinoin. Tutkimuksen tuloksena saatiin selvitettyä, että Lounais-Hämeen koulutuskuntayhtymän turvallisuusjohtamisen strateginen taso on korotetun ja korkeimman tason välillä. Tuloksena saatiin selville myös, että Lounais-Hämeen koulutuskuntayhtymän kehittämisalueet turvallisuusjohtamisessa ovat riskienhallintaprosessin vahvistaminen edelleen ja sen ulottaminen kaikille organisaation turvallisuuden osa-alueille sekä selkeän turvallisuuspolitiikan laatiminen ja lausuminen ääneen johdon toimesta. Myös turvallisuuskulttuurin kehittämiseen tulee edelleen panostaa. Se vahvistuu osin edellä mainittujen osa-alueiden kehittyessä, mutta tietoinen organisaation jäsenten valmentaminen yhteisiin turvallisuus tavoitteisiin on myös paikallaan.
Safety and security issues have lately become a more significant part of the function of educational institutes. Educational institutes should implement their safety and security acts organized, effectively and comprehensively. The long term improvement of safety and security management should be the goal for educational institutes. Safety and security management is part of all management in an organization. It combines the management of methods and processes and the leadership of people. The aim of this thesis was to produce relevant and current information about the security and safety management of the Southwest Tavastia Municipal Training and Education Consortium. Moreover, the aim was to instruct them to improve the level of their safety and security management. This thesis was carried out as a qualitative research. As it was done in one organisation it was a case study. To find out the strategic level of safety and security management, the relevant documents of the organisation were studied and two different types of interviews were conducted. The first interview was a group interview where four members of safety and security team were interviewed together. After that eight theme interviews were carried out. The results were interpreted by using theory-based content analysis. It was found that the security and safety management of Southwest Tavastia Municipal Training and Education Consortium is above middle level. Southwest Tavastia Municipal Training and Education Consortiums should improve its risk management process and include all security and safety segments in that process. The management should also compose and implement the security and safety politics. As a result of these actions the safety and security culture in the organisation will evolve. By tutoring the members of organization to meet the safety and security goals would additionally enhance the safety and security culture.
