Tiivistelmä
Opinnäytetyön aiheena on ammatillisen koulutuksen reformi ja siihen liittyvän taloushallintouudistuksen toteuttaminen Riveriassa. Eduskunta hyväksyi 30.6.2017 lainsäädännön, jonka perusteella toisen asteen ammatillista koulutusta on uudistettu vuodesta 2018 lähtien. Uudistukset vaikuttivat rahoitus- ja ohjausjärjestelmään, toimintaprosesseihin, tutkintojärjestelmään sekä järjestäjärakenteisiin.
Opinnäytetyössä tutkittiin reformin toteutusta ja vaikutuksia Riverian näkökulmasta. Tutkimuksen empiirinen osuus kohdistuu koulutuksen johtamisen uudistukseen ja taloushallinnon muutosprosessiin. Lisäksi selvitetään, miten valtionrahoituksen väheneminen vaikuttaa koulutuksen budjettiin.
Työ toteutui toimintatutkimuksena, koska kyseinen metodi soveltuu hyvin muutosprosessin analysointiin. Tunnusomaista menetelmälle on osallistuva havainnointi, joka toteutui tässä projektissa siten, että opinnäytteen tekijä oli mukana budjettiuudistuksen työstämisessä.
Tulokset osoittavat, että reformi on aiheuttanut merkittäviä muutoksia: uuden rahoitusmallin mukainen valtionosuuden perusosa pienenee reformin aikana vuosi vuodelta samalla, kun vaikuttavuus- ja suoriterahoituksen osuudet kasvavat. Riveria on joutunut keskittämään ja supistamaan toimintojaan budjettinsa tasapainottamiseksi. Lisäksi se kohtaa uudenlaisia riskitekijöitä, joita rahoitusuudistus tuo mukanaan. Nämä riskit liittyvät valtionrahoituksen määrään vaikuttaviin epävarmuustekijöihin, kuten tutkintojen määriin ja vaikuttavuusarviointeihin. The topic of this thesis is the reform of the vocational education and the financial
administration reform related to it at Riveria vocational school. Finnish parliament passed legislation on June 30th, 2017, based upon which second-degree vocational education has been reorganised since 2018. These changes affected the funding and guidance system, the operational processes, the degree system, and the organising structures.
This thesis investigates the implementation of the reform and its effects from the point of view of Riveria, the largest school offering vocational education in North Karelia. The empirical section focuses on the management reform and the change process of the financial administration. In addition, the effects of the reduction of the state funding on the education budget is examined.
The study was conducted as a form of action research, which is well suited for
analysing the change process. Participatory observation is characteristic for this method and was carried out in this project in the way that the author was involved in the budget reform.
The results show that the reform has brought on significant changes: in accordance with the new funding model, the basic amount of the state subsidy decreases every year as the efficiency funding and performance-based shares increase. In order to
balance out its budget, Riveria has had to centralise and cut back on its activities. In addition, Riveria faces new kinds of risks that the funding reform brings with it. These risks are related to certain uncertainties, such as the number of graduates and
efficiency evaluation, which affect the amount of state funding.
