Tiivistelmä
PETOKE-projektin tavoitteena on kehittää perinteisiä toteutusmuotoja yhteistoiminnallisuuden ja kokeilujen nimissä valtion ja kuntien hyödynnettäväksi. Perinteisiä toteutusmuotoja tulee kehittää niin, että ne pystyvät vastaamaan tulevaisuuden tarpeita vaativissa rakennusurakoissa. Projektin ensimmäisen osatuloksen, Yhteistoiminnalliset rakennusprosessit, pohjalta syntyi kKU-hankintamalli, kehitysmenettelyyn perustuva kokonaisurakka, sekä STk-hankintamalli, kehitysvaiheen sisältävä suunnittele ja toteuta -urakka.
Tämä työ keskittyy uuteen STk-malliin ja sen tutkimiseen. Tavoitteena oli tutkia STk-hankintamallia toteuttavien pilottihankkeiden tarjous- ja kehitysvaiheita ja selvittää, miten tulevaisuudessa pystyttään tehostamaan mallin käyttöä. Tutkimustyö tehtiin kyselyiden sekä haastatteluiden avulla. Hankkeiden tarjousvaiheiden jälkeen lähetettiin kyselyt urakoita tarjonneille palveluntuottajille. Kun suurin osa kehitysvaiheista oli saatu päätökseen, tehtiin haastattelut urakkakilpailun voittaneille yritysten ja organisaatioiden projektipäälliköille sekä pääsuunnittelijoille sekä Väylän projektipäälliköille. Rakennuttajakonsulteille lähetettiin myös kyselyt. Kyselyiden ja haastatteluiden avulla selvitettiin urakoitsijoiden sekä tilaajan kokemuksia uudesta mallista tarjous- ja kehitysvaiheista. Tutkimustyön pohjalta löydettiin ideoita ja parannusehdotuksia mallin tehokkaammalle käytölle tulevaisuudessa.
Uudessa mallissa on pyritty hyödyntämään suunnittele ja toteuta -urakan sekä allianssin parhaiksi havaittuja puolia. ST-urakassa yksi palveluntuottaja vastaa suunnittelusta sekä toteutuksesta. Suunnitteluvirheet eivät vähennä urakoitsijan vastuuta projektin loppuun viennistä aikataulussa, mikä tekee projekteista helpompia hallita tilaajalle. Mallissa suunnittelua ja rakennustöitä pystytään limittämään mikä tuo aikataulusäästöjä.
Allianssi hankkeiden onnistumiselle nähdään monia syitä, mutta suurimpana syynä pidetään sen kehitysvaihetta, joka on myös tuotu uuteen hankintamuotoon. Kehitysvaiheessa eri osapuolet työskentelevät yhdessä ja avoimesti saman katon alla. Tavoitteena on kehittää hanketta niin, että päästään säästöihin, jotka jaetaan osapuolten kesken. Tilaaja pystyy hyödyntämään urakoitsijan kokemusta ja tietoa hakkeen suunnittelussa ja kehittämisessä niin, että lopputulos on kustannustehokkaampi.
Väylä aloitti vuonna 2018 neljä pilottihanketta, joissa hankintamuotoina on uusi STk. Pilottikohteet ovat parannushankkeita, joissa rakennetaan uutta tietä joko uuteen maastokäytävään tai vanhan tien vierelle. Väylä halusi testata jokaisessa hankkeessa mallia eri lähtökohdista ja erilaisin elementein. Hankkeissa on kokeiltu muun muassa eri valintaperusteita erilasin painotuksin sekä eri maksuperusteita. The aim of the PETOKE project is to develop the traditional forms of acquisition methods in the name of co-operation and experimentation for the use by the state and municipalities. The traditional forms of acquisition methods should be developed in such a way that they can meet the needs of future construction works. Based on the first part of the PETOKE project, Collaborative Building Processes, two procurement models were created.
This work focuses one of the new procurement model, design-build contract involving a development phase (DBd), and the research of the bidding and development phases of the pilot projects implementing the new model to determine how to use it in the future. The research was carried out by means of surveys and interviews. After the bidding phases of the projects, surveys were sent to the contractors. When most of the development phases were completed, interviews were conducted with the project managers of the companies and organizations who won the contract as well as with the main designers and the project managers of the Finnish Transport Infrastructure Agency. Questionnaires were also sent to building consultants. The main purpose of the study was to determine the experiences of contractors and clients about the bidding and development periods of the new model. Based on the research ideas and suggestions were found for improvements for more efficient use in the future.
The aim in the new procurement model is to exploit the best aspects of the design and build contracting and the alliance. One service provider is responsible for the design and construction in the design-build contract. Mistakes the in design do not reduce the contractor's responsibility for completing the project on time, which makes it easier for the client to manage the project. In the model the design and construction can be interlace, which brings timetable savings.
There are many reasons for the success of alliance projects, but the main reason for this is its development stage. The development stage was also brought into the new acquisition method. Different parties work together openly during the development stage. The goal is to develop the project to achieve savings that are shared between the parties. The client is able to benefit from the contractor's experience and expertise in the design and development so that the end result is more cost-effective.
The Public Road Administration launched four pilot projects which implement the new acquisition method in 2018. The pilots are improvement projects with an aim to build a completely new road to untouched terrain or along an old road. In each project the Public Road Administration wanted to test the model from different perspectives and with different elements. For example, different selection criteria were tested with different priorities and different payments.
