Tiivistelmä
Teollisia mineraalikuituja on lähes kaikissa rakennuksissa. Sisäilmaan irrotessaan kuidut voivat aiheuttaa ärsytysoireilua. Teollisille mineraalikuiduille on asetettu toimenpideraja asumisterveysasetuksessa. Opinnäytetyön toimeksiantaja, Sirate Group oy, tekee teollisten mineraalikuitujen pitoisuusmäärityksiä osana kokonaisvaltaisia sisäilmatutkimuksia. Tehdyistä palvelunäytemittauksista on kerätty tietokanta.
Tämän opinnäytetyön tavoitteena oli arvioida Suomessa yleisesti vakiintuneen mittausmenetelmän perusteita, käytettävyyttä ja virhelähteitä, sekä etsiä mahdollisia kehityskohteita. Käytössä olevan palvelunäytetietokannan kohdekohtaisesti otetuista, usean näytteen kokonaisuuksista selvitettiin mahdollisuuksien mukaan asumisterveysasetuksessa määritellyn mittausmenetelmän ja viitearvojen toimivuutta, sekä laboratorioiden tulosten yhteneväisyyksiä. Myös palvelunäytetietokannan kehittämiskohteita selvitettiin. Lähtötietoina työssä perehdyttiin teollisten mineraalikuitujen käyttökohteisiin, rakenteeseen, valmistusmateriaaleihin ja -prosesseihin, sisäilman lähteisiin ja irtoamismekanismeihin lähteistä, altistumiseen, terveysvaikutuksiin sekä juridiikkaan.
Asumisterveysasetuksen mittausmenetelmässä havaittiin useita epäkohtia. Nykytilanteessa ohjeistamaton ja validoimaton menetelmä, jota silti juridisesti sovelletaan, voi aiheuttaa oikeuslaitoksissa tulkintavaikeuksia ja johtaa ihmisten eriarvoiseen kohteluun lain edessä. Laboratorioiden käyttämät laskentaperusteet ovat epäselvät. WHO:n menetelmästä poikkeavan mineraalikuitujen mittausmenetelmän käyttöä ei Suomessa ole perusteltu. Analysoitu palvelutietokanta vaatii kehittämistä tulosten kirjaamisen osalta, jotta siitä voitaisiin tehdä pitkälle meneviä päätelmiä. Tietokannasta saatiin vahva viite siitä, että laboratorioiden tuloksissa on tilastollisesti niin suurta vaihtelua, ettei se voi selittyä kuin laskentaperusteiden erilaisuudella. Nearly all buildings contain man-made mineral fibres. Fibres that become detached and spread to indoor air may cause irritation symptoms. The Decree of the Ministry of Social Affairs and Health on Health-related Conditions of Housing and Other Residential Buildings and Qualification Requirements for Third-party Experts (hereinafter referred to as the Health-related Conditions of Housing Decree) lays down a limit for man-made mineral fibres. The commissioner of this thesis, Sirate Group oy, conducts man-made mineral fibre concentration measurements as part of its comprehensive indoor air surveys. A database has been compiled of the performed service sample measurements.
The aim of this study was to assess the principles, usability and sources of error of the measurement approach generally established in Finland, and to determine possible development targets. The bodies of samples available in the database comprising a number of samples collected on-site were used to determine the functionality of the measurement approach and reference values determined in the Health-related Conditions of Housing Decree as well as similarities between laboratory results. Development targets in the service sample database were also explored. The source data of the study included the applications, structure, production materials and manufacturing processes of man-made mineral fibres, sources of indoor air and fibre emission mechanisms from the sources, exposure, health impacts, and legal issues.
Several flaws were detected in the measurement approach included in the Health-related Conditions of Housing Decree. At the current state, the uninstructed and invalidated method, which is nonetheless applied under legislation, may cause difficulties in interpretation in legal institutions and result in unfair treatment of people before the law. The calculation basis used by laboratories is unclear. There are no grounds for using a measurement approach for man-made mineral fibres different from that used by the WHO. The analysed service database needs to be developed regarding the reporting of results to enable using the database as a basis for drawing far-reaching conclusions. The database provided clear evidence that there is such extensive statistical variation in laboratory results that it can only be explained by differences in the calculation methods.
