Tiivistelmä
Opinnäytetyönä tehdyn kehittämistehtävän tavoitteena oli edistää asumispalveluissa olevien kehitysvammaisten asiakkaiden itsemääräämisoikeutta ja osallisuutta. Tehtävänä oli myös luoda käytäntö, jolla tavoitetta voidaan jatkossakin vahvistaa. Kehittämisympäristö on osa Oulun kaupungin erityisryhmien asumis- ja päiväpalveluita. Kehittämistoiminnan lähtökohtana oli lainsäädännössä ja toimintakulttuurissa tapahtuneet muutokset.
Opinnäytetyössä avataan kehitysvammaisuutta ja sen historiaa sekä itsemääräämisoikeutta ja osallisuutta eri näkökulmista. Kehittämistoiminta toteutettiin toimintatutkimuksen ja yhteistutkijuuden menetelmin. Prosessi eteni suunnittelun, toiminnan, havainnoinnin ja reflektion muodostamissa sykleissä. Kehittämistyön ensimmäinen sykli sisälsi tarveanalyysin. Tutkimuskysymyksillä haettiin vastauksia, miten asiakkaat ja työntekijät ymmärtävät itsemääräämisoikeuden, missä asioissa asiakkaiden itsemääräämisoikeus toteutuu ja ei toteudu, sekä mitkä asiat edistävät ja estävät itsemääräämisoikeuden toteutumista. Aineistoa kerättiin asiakkaille (n=12) tehdyllä teemahaastattelulla ja työntekijöiden (n=5) kyselylomakkeilla. Vastausten laadullinen analysointi tapahtui teemoittelemalla. Kehittämistoiminnan 2–4 syklit muodostuivat asiakkaiden ja työntekijöiden yhteisistä kokoontumisista, joiden teemat perustuivat tarveanalyysistä saatuihin tuloksiin. Yhteiset kokoontumiset toteutettiin yhteistutkijuuden periaatteella, jolloin keskustelun pohjalta nousivat esiin toiminnan kehittämiskohteet ja tavoitteet. Kehittämistehtävään kuului myös toiminnan arviointi ja tavoitteiden asettaminen vuodeksi eteenpäin. Kehittämistyö jatkuu opinnäytetyön päättymisen jälkeenkin.
Keskeisten tulosten mukaan kaikki asiakkaat eivät tiedä, mitä itsemääräämisoikeus tarkoittaa, joten asiakkaiden tietoisuutta aiheesta on lisättävä. Itsemääräämisoikeutta ja osallisuutta voidaan edistää asiakkaan kuulemisella sekä asiakas- ja voimavaralähtöisellä ohjauksella, jolloin vahvistetaan myös asiakkaan sisäistä motivaatiota. Työntekijöillä on oltava mahdollisuus avoimeen keskusteluun ja työn kehittämiseen. Asiakkaiden ja työntekijöiden kokemuksen ja asiantuntijuuden arvostaminen sekä yhteinen toiminnan kehittäminen ja arviointi edistävät uuden oppimista ja osallisuuden kokemusta. The aim of the developing task that has been made as a thesis was to promote the self-determination and participation of people with learning disabilities in the housing services. The task was also to create a practice, which can be used to strengthen the aim also in the future. The developing environment is a part of the housing and daily services for the special groups of the City of Oulu. The starting point for the development process was the changes which have taken place in legislation and working culture.
The thesis opens learning disability and its history as well as self-determination and participation from separate points of view. The development process was carried out using the methods of action research and co-researching. The process proceeded in the cycles of planning, operation, observation and reflection. The first cycle of the development process included an assessment of the needs. The study questions searched answers for how the clients and employees understand self-determination, in which cases the client's self-determination is realized and in which not, and what factors promote and prevent self-determination. The material was collected with a theme interview with the clients (n = 12) and with a questionnaire for the employees (n = 5). The qualitative analysis of the answers was performed by thematizing. The cycles 2–4 of the development activities consisted of the common assemblings of the clients and employees the themes of which were based on the results that were obtained from the need analysis. The common assemblings were based on the method of co-research principle in which case the subjects of development and aims of the process appeared in the discussion. The developing process also included the evaluation of the process and setting of aims as the year forward. The development work continues after the termination of the thesis.
According to key results, all clients don´t know what self-determination means, so clients need to be more aware of the issue. Self-determination and participation can be promoted with the hearing of the client and client- and resource-based guidance, which also strengthens the client's internal motivation. The employees must have an opportunity to the open discussion and developing of the work. The valuing of the clients and employees experience and expertise, as well as common developing and evaluation of the operation promote learning and experience of the new way.
