Tiivistelmä
Sub-Saharan Africa is an area where many municipalities suffer for the scarcity of water. The main problem in the area is the lack of economic wealth to provide water supply services for locals, when in the ground water actually exists. In some places public and private actors have come together to create solutions to this challenge, and have built up Public-Private Partnerships. In this thesis these partnerships, PPP's, have been studied and the water scarcity is examined by two study cases. The thesis is looking for the involvement of the local citizens in these partnerships.
