Sammanslagningar av kommuner har orsakat många diskussioner den senaste tiden och därför var kommunsammanslagningar ett naturligt val för undersökningen. Undersökningen fokuserade på Ekenäs stads, Karis stads och Pojo kommuns sammanslagning till Raseborgs stad och syftet var att ta reda på hur denna samgång påverkat det sammanlagda ekonomiska läget i kommunerna och jämföra det med hur ekonomiska läget förändrats i Finlands övriga kommuner. Undersökningen begränsades att undersöka Raseborgs stads resultat samt det ekonomiska läget för stadens bildningsnämnd och de till bildningsnämnden hörande grundskolorna och gymnasierna. Detta gjordes genom att de sammanslagna kommunernas och Raseborgs bokslut undersöktes och jämfördes med statistik från statistikcentralen och information från Finlands kommunförbund om Finlands kommuner. Dessa undersöktes genom att granska hur dessa utvecklats under åren 2008-2011 och sedan jämföra förändringen med förändringen i Finlands kommuner. Även lagar gällande kommuner och kommunsammanslagningar undersöktes för att ge en bättre förståelse för sammanslagningar. Då Raseborg till följd av kommunasammanslagningen inte ännu fått säga upp anställningsförhållanden av ekonomiska och produktionsmässiga orsaker förväntades de ekonomiska följderna av kommunsammanslagningen vara lindriga. Resultatet av undersökningen var att Raseborgs ekonomi visat en positiv utveckling och speciellt kostnaderna har ökat långsammare än i Finlands övriga kommuner. För gymnasierna och grundskolorna har kostnadernas andel av bildningsnämndens totala kostnader minskat. Municipal mergers have caused a lot of discussions recently and therefore it was a natural choice to investigate municipal mergers. The study focused on the municipal merger of Ekenäs, Karis and Pojo municipalities to Raseborg and the purpose of the study was to find out how this merger affected the overall economic situation in the municipalities and compare it to how the financial situation has changed in other Finnish municipalities. The investigation was limited to examining the results of Raseborg and the financial situation of the city's education committee and the primary schools and high schools that are a part of the educational committee. This was done by examining the financial statements of the merged municipals as well as Raseborg’s and compare these with statistics from Statisti-kcentralen and information from the Association of Finnish Local and Regional Authori-ties regarding Finnish municipalities. These were investigated by examining how they developed over the years 2008-2011 and then comparing the change with the overall de-veloping in Finnish municipalities. Also laws regarding municipalities and municipal mergers were examined to provide a better understanding of the mergers. When Raseborg as a consequence of the municipal merger still cannot terminate employments of the per-sonnel affected by the merger, due to economic and production reasons, the expected fi-nancial effects of the merger were expected to be mild. The result of the survey was that Raseborg’s economy is showing a positive trend and especially costs have risen more slowly than in other Finnish municipalities. The costs of the high schools’ and primary schools’ in relation to the total costs of the education committee have decreased.
