Detta arbete behandlar skillnader och likheter mellan notarius publicus arbete i Ryssland och Finland. Syftet med detta arbete är att jämföra Notarius Publicus arbete i Ryssland och Finland samt identifiera de problem som uppstår då ryska kunder besöker den finska magistraten. Bisyftet med lärdomsprovet är, att försöka förklara orsaken till problemen. Som material har mestadels använts ryska och finska lagar. Som undersökningsmetod har använts personliga intervjuer med tjänstemän från magistraten i Vasa. Genom detta arbete har det konstaterats, att de största skillnaderna i notarius publicus arbete är att fylla i olika handlingar och legalisera dokument. Rysk notarius publicus använder till en viss grad en skyddad standardblankett för alla notariatuppdrag som har juridisk betydelse. Det finns en stor statlig kontroll på de här blanketterna. Bara notarius publicus för fylla i blanketterna. I Finland skall man fylla i blanketterna själv. Båda länderna följer reglerna i Haag - konventionen som rör kravet att legalisera utländska officiella dokument. I Finland får man apostille - intyg bara på magistrat och det spelar ingen roll i vilken stad i Finland. Men i Ryssland finns andra regler. Man kan få apostille från olika ministerium, från vissa myndigheter, från olika Ryska Federationens subjekt. Det beror på vilken typ av handling det gäller, var man har registrerats i Ryssland. Notarius publicus har i båda länderna allmänna uppgifter. Till notarius publicus uppgifter hör bl.a. bestyrkande av avskrifter, bekräftande av underskrift, bestyrkande av översättningar från ett språk till ett annat, bekräftande av någon behörighet, protest med stöd av växellagen och cheklagen, intyg över handlingars innehåll. This work deals with the similarities and differences between notaries’ work in Russia and Finland. The aim of this work is to compare the work of a notary work in Russia and Finland, and identify the problems that arise when Russian customers visit the Finnish Office. The secondary purpose of the thesis is to try to explain the cause of the problems. As material has mostly Russian and Finnish laws been used. The study method that has been used is personal interviews with officials from the register office in Vaasa. Through this work, it has been found that the largest differences in notarial work is to fill in the various documents and legalize documents. Russian notary uses to some degree a protected standard form for all notary assignment who has legal significance. There is a large state control on these forms. Just the notary can fill in the forms. In Finland, you fill in the forms yourself. Both countries follow the rules of The Hague - Convention relating to the requirement to legalize foreign official documents. In Finland, you get an apostil - certificate only in the magistrate and it does not matter which the city in Finland it is. But in Russia there are other rules. One can get an apostil from different ministries, by some authorities, from a variety of Russian Federation subjects. It depends on what kind of action is the case and where you have been registered in Russia. Notary public in both countries have general information. The notary tasks include attestation of transcripts, confirming signature-attesting translations from one language to another, the confirmation of any jurisdiction, protest under the Exchange Act and check law as well as supporting document’s content.
