Tietyt käyttäjänhallintaprojektit Logica Suomi Oy:n ulkoistuspalvelujen tietoturvakonsultoinnissa menevät yli suunnitellun ajan ja laajuuden. Tämä aiheuttaa lisäkustannuksia ja työtä sekä Logicalle että asiakkaalle.
Tämän tutkimustyön tavoitteena on selvittää projektien aika- ja laajuusliukuman perimmäiset syyt. Tutkimus tehtiin haastattelemalla laajasti erilaisia sidosryhmiä Logica Suomessa, projektipäälliköille lähetettävällä kyselytutkimuksella, sekä projektivertailulla neljästä projektista. Lisäksi käyttäjänhallintaprojektin tarjousprosessista tehtiin tapaustutkimus. Tuloksista muodostettiin suosituksia tietoturvakonsultoinnin käyttöön.
Suurin löydös tässä tutkimuksessa on käsitys siitä, että projektin onnistuminen riippuu huomattavan paljon tiedonvälityksestä tarjousvaiheen aikana. Asiakkaan ja tarjoajan välille on hyvä muodostua vahva keskusteluyhteys, jonka tarkoituksena on saavuttaa parhaat lähtökohdat projektin toteutukselle. Tämän tutkimuksen suositukset tukevat tarkempaa ja oikea-aikaista vuoropuhelua asiakkaan ja tarjoajan välillä tarjous- ja suunnitteluvaiheissa. Some IdM projects in Logica Outsourcing Services security consulting go out of time and scope. The company and the customer lose money and have to allocate resources to the project far more than estimated.
This research aims to find the root causes of project time and scope overruns by investigating the contemporary IT project best practices and comparing them to the current state in Logica. The research is conducted by extensive interviews with several key informants in Logica Finland, a survey to project managers, and comparisons of four example projects. In addition to this, a case study of an IdM project tendering is conducted. A set of recommendations is drawn up of the findings.
The main findings show that project success is highly determined in the tendering phase. The way the customer and the supplier communicate during tendering and the following phases is crucial for the overall success of the project. The recommendations of this research support more accurate and timely communication between the customer and supplier.
