Abstract
The purpose of this study was to examine the monitoring guidelines and the methods used around the world, as well as practices in Finland. The literal part clarifies the benefits and limitations of monitoring, as well as describes the monitoring process. The work is also carried out to present the connection to construction project and the phasing of monitoring in a construction project. Monitoring standards are discussed in Europe and the United States. The measurement methods used in monitoring of the most common geotechnical installations and their typical applications are presented. Finnish monitoring developments and practices have been explained in an interview. The use of geotechnical monitoring in construction sites in Finland was also studied. Example sites have been selected so that they represent the current state of monitoring and the typical measuring methods in Finland. Sites are no more than a few years old, and thus represent the current state of geotechnical monitoring in Finland. The key elements of example sites are the purpose of the measurements, the measuring methods used, as well as success of measurements and the realization of the objectives set. According to the literature research and interview, the availability of monitoring guidelines is still limited, but the Europe-wide monitoring standard is about to complete. In general, publications instructive for designers are limited. Typically, monitoring is seen as a risk management tool, but the EN 1997-1 also allows the use of the observational method. In observational method monitoring has an active role in pursuing cost savings through lower factor of safety. Measurements are used to ensure that the safety is not compromised. This study showed that the planning of monitoring should be combined with the design of the construction project in order to ensure that the monitoring requirements can be taken into account. Reliability of the measuring equipment and the results can be a problem and needs to be confirmed, at least for critical measurement points. If considered necessary, alarm limits should be set for magnitude of change. According to the study it could be observed that the importance of monitoring is low in Finland compared to rest of Europe, in part due to a different quality of soil and bedrock. On the other hand, Finland is at the leading edge of the world, for example in certain automated measurement applications. Today, the biggest obstacle of monitoring is the designers' limited understanding and experience related to monitoring. The benefits of monitoring should be brought into awareness of the designers.

Työn tavoitteena oli selvittää monitoroinnin ohjeistusta ja siihen käytettäviä menetelmiä maailmalla sekä käytäntöjä Suomessa. Kirjallisuusosiossa on selvitetty geotekniseen monitorointiin liittyviä yleisiä asioita, hyötyjä ja rajoitteita sekä kuvattiin monitorointi prosessina. Myös monitoroinnin liittymistä rakentamishankkeeseen ja sen vaiheistusta selvitettiin. Työn aiheeseen liittyviä standardeja käsiteltiin Euroopan ja Yhdysvaltojen osalta. Mittausmenetelmistä on esitelty tavallisimpia geoteknisessä monitoroinnissa käytettäviä laitteistoja ja niiden tyypilliset käyttökohteet. Suomen monitoroinnin kehitys ja käytännöt selvitettiin haastattelulla. Työssä tutkittiin myös monitoroinnin käyttöä geoteknisten rakentamiskohteiden yhteydessä Suomessa. Esimerkkikohteet valittiin siten, että ne edustaisivat tyypillisesti käytettyjä mittausmenetelmiä. Kohteet ovat enintään muutaman vuoden vanhoja ja edustavat siten monitoroinnin nykytilaa Suomessa. Kohteiden tarkastelun tärkeimpiä osa-alueita olivat mittausten tavoite, käytetyt mittausmenetelmät sekä mittausten onnistuminen ja asetettujen tavoitteiden toteutuminen. Kirjallisuusosion perusteella havaittiin, että monitorointiin liittyvä ohjeistus on vielä vahaista, mutta Euroopan kattava monitorointistandardi on valmistumassa. Yleisestikin suunnittelijoita ohjeistavia julkaisuja on vahan. Tavallisesti monitorointi on mielletty riskien pienentämisen välineeksi, mutta EN 1997-1 sallii myös seurantamenetelmän käytön. Seurantamenetelmässä monitoroinnilla pyritään aktiivisesti kustannussaastoihin pienempien rakenteellisten varmuuksien avulla. Mittauksilla ohjataan talloin rakentamista ja varmistetaan, ettei turvallisuus vaarannu. Työn perusteella havaittiin, että monitoroinnin suunnittelu on syytä yhdistää rakennushankkeen suunnitteluun, jolloin monitoroinnin edellytykset pystytään huomioimaan. Mittauslaitteiden ja -tulosten luotettavuus voi olla ongelma ja se tulee varmistaa ainakin kriittisissä mittauspisteissä. Tarvittaessa muutosten suuruudelle tulee asettaa hälytysrajat. Työn perusteella voitiin havaita myös, että Suomessa monitoroinnin painoarvo on vähäinen verrattuna muuhun Eurooppaan, osittain erilaisesta maa- ja kallioperästä johtuen. Toisaalta Suomi on maailman kehityksen kärjessä esimerkiksi tietyissä automaattisissa mittaussovellutuksissa. Nykyään monitoroinnin edistämisen suurin este on suunnittelijoiden vähäinen ymmärrys ja kokemus monitorointiin liittyen. Monitoroinnin hyötyjä pitäisi pyrkiä tuomaan paremmin suunnittelijoiden tietoisuuteen.
