Abstract
Tuotteita valmistaville yrityksille siirretään jatkuvasti enemmän vastuuta työ- ja ympäristönsuojelusta. Kilpailukykynsä säilyttämiseksi teollisuusalan yritysten on onnistuttava kehittämään tuotteensa ja kartoittamaan niiden HSE (Health, Safety & Environment) riskit mahdollisimman lyhyen ajan sisällä. Muun muassa kiristyvät viranomaisvaatimukset sekä asiakkaiden ja muiden sidosryhmien lisääntyneet odotukset ovat lisänneet teollisuuden kiinnostusta koko toimitusketjun kattavaa tuotevastuuta kohtaan. Tämä diplomityö on tapaustutkimus. Työn tavoitteena oli selvittää, onko ympäristö- ja työturvallisuusriskit otettu kattavasti huomioon ABB Oy:n Moottorit ja generaattorit yksikön nykyisessä tuotekehitysprosessissa. Tutkimus toteutettiin pääosin kohdeyrityksen henkilöstölle tehtyjen haastattelujen ja kirjallisuustutkimuksen avulla. Haastateltavia henkilöitä oli yhteensä 17, ja he edustivat tuotekehitys-, tuotanto-, HSE- sekä laatuosastoa. Tutkimuksen perusteella HSE-riskien huomioimisessa haasteita aiheuttavat tuotekehitysprosessiin kohdistuvat monitahoiset vaatimukset, jotka voivat olla osittain ristiriidassa HSE-riskeihin kohdistuvien tavoitteiden sekä suunnittelijoiden tekniikkapainotteisen osaamisen kanssa. Lisäksi puutteellinen tieto jo tehdyistä tuotesuunnitteluvirheistä altistaa työntekijät toistuvasti samoille HSE-riskeille. Tuotekehitysprosessin poikkitieteellisyyttä voidaan lisätä muun muassa varmistamalla tiedonkulku sekä organisaatiotasolla yrityksen sisällä että koko tuotantoketjussa. Lisäksi olisi huolehdittava siitä, että tuotesuunnittelijat tutustuvat tehdasympäristöön ja siellä esiintyviin turvallisuusongelmiin. HSE-vastuu on selkeytettävä tuotekehitysprosessin eri vaiheissa. Esimerkiksi vika- ja vaikutusanalyysille (FMEA, Failure Mode and Effect Analysis) ja valmistettavuuskatselmuksille tulisi varmistaa vastuutaho, joka huolehtii HSEvaatimusten täyttymisestä. Myös järjestelmätiedon hyödyntämistä ja dokumentointia olisi hyvä tehostaa parantamalla poikkeama- ja turvallisuusjärjestelmien yhteensopivuutta. Riskienhallinnassa ennaltaehkäisy on yleensä suositeltavampaa kuin virheiden korjailu jälkikäteen. Tämän vuoksi riskeistä tulee huolehtia tuotekehitysprosessissa niin aikaisessa vaiheessa kuin mahdollista.

Liability for environmental and occupational safety has been increasingly turned on manufacturing companies. In order to maintain competitiveness in the manufacturing industry, companies have to be able to consider HSE (Health, Safety & Environment) risks during the short period of product development. For example, more stringent authoritative requirements and increasing customers’ and other stakeholders’ expectations have raised companies’ interest in the product responsibility that covers the entire supply chain. This thesis is a case study. The aim of the thesis was to investigate whether the occupational and environmental safety risks are fully considered in the current product development process of the ABB Motors and Generators business unit. The study was based on a literature research and interviews conducted in the target company. Altogether 17 persons were interviewed, representing departments responsible for product development, production, HSE and product quality. The results show that the challenges in the consideration of HSE-risks are due to the multifaceted demands that have to be considered in the product development process: the requirements can be partly inconsistent with the HSE-objectives and the product designers’ technology-oriented knowledge. Furthermore, the lack of information concerning previous failures in product design expose employees repeatedly to the same HSE risks. Interdisciplinarity can be integrated in the product development process by securing information transfer and improving the HSE-culture both within the company and in the entire product chain. Furthermore, the product designers should be familiar with the manufacturing environment so that they are aware of the safety problems faced by the factory workers. The HSE responsibility has to be clarified at every stage of the product development process. For example, the party responsible for the Failure Mode and Effect Analysis (FMEA) process and design reviews, as well as for the compliance with the HSE requirements, has to be ensured. In addition, the utilization of the information and documentation of system data should be enhanced, e.g., by improving the compatibility of safety and system failure data of the organization. In risk management, preventive measures are generally more advisable than correction of failures afterwards. Hence, risks have to be handled at the earliest possible stage of the product development process.
