Tiivistelmä
Tämän tutkielman tavoitteena on tutkia valtion enemmistöomisteisten energia-alalla toimivien yritysten verojalanjälkiraportointia eli mitä yritykset ovat raportoineet ja miten raportointi on kehittynyt viiden vuoden aikana vuosina 2015–2019. Raportointia verrataan valtioneuvoston kanslian omistajaohjausosaston antamaan ohjeistukseen verojalanjälkiraportoinnista valtion enemmistöomisteisille yrityksille.
Tutkimuksen teoreettinen viitekehys muodostuu yritysvastuusta, vastuullisesta veronmaksusta, verojalanjälkiraportoinnista sekä vastuullisuusraportointia selittävistä teorioista, joita ovat sidosryhmä-, legitimiteetti- sekä agenttiteoria. Yritysvastuu ja yritysten veronmaksu ovat herättäneet viime vuosina paljon keskustelua. Yritysten sidosryhmät vaativat yrityksiltä vastuullisuutta sekä avoimuutta, ja tähän yritykset ovat pyrkineet vastaamaan yritysvastuu- ja verojalanjälkiraportoinnin avulla. Vastuullisuusraportointia selittävänä teoriana legitimiteettiteoria on yksi keskustelluimmista teorioista, sillä sen avulla yritys voi saada yhteiskunnalta hyväksyntää toiminnalleen ja siten turvata olemassaolonsa jatkuvuuden. Suomessa valtion enemmistöomisteisia yrityksiä on velvoitettu julkaisemaan verojalanjälkiraportti ensimmäistä kertaa vuoden 2014 tiedoista. Raportin tarkoituksena on tuottaa tietoa yrityksen veromaksusta ja verostrategiasta.
Tutkimuksen empiirisessä osiossa tutkimusmenetelmänä käytettiin sisällönanalyysiä. Tutkimuksessa käytiin läpi kuuden yrityksen verojalanjälkiraportit vuosilta 2015–2019. Tuloksina havaittiin, että yritykset eivät täysin täytä niille annettuja raportointivaatimuksia. Ohjeistuksen ”raportoi tai selitä” -periaate sekä olennaisuusperiaate antavat yrityksille jonkin verran liikkumavaraa raportointiin. Pakollisten raportoitavien tietojen osalta parhaiten oli raportoitu maksettavat tai tilitettävät verot maittain ja verolajeittain, veronmaksua kuvaavat tunnusluvut sekä raportointiperiaatteet. Heikoiten oli raportoitu veroparatiiseja koskevien tietojen sekä hankittujen ja luovutettujen yhtiöiden osalta. Vapaaehtoisten tietojen osalta raportointi oli selvästi heikompaa. Näiden osalta parhaiten oli raportoitu vertailutiedot aiemmilta vuosilta ja heikoiten ulkopuolisen varmennuksen osalta, sillä yhtään raporttia ei ollut varmennettu. Vuosien välillä raportoinnin tasossa havaittiin pientä vaihtelua, siten että pakollisten tietojen osalta raportoinnin taso hieman heikentyi vuodesta 2015 vuoteen 2019 siirryttäessä, kun taas vapaaehtoisten tietojen osalta se hiukan parani. The aim of this thesis is to examine the tax footprint reporting of majority state-owned companies which operate in the energy sector so what companies have reported and how reporting has developed over the five years in 2015–2019. The reporting is compared with the guidelines issued by the Ownership Steering Department of Prime Minister ́s Office on tax footprint reporting for majority state-owned companies.
The theoretical framework of the thesis consists of corporate social responsibility, responsible tax payment and tax footprint reporting and theories which explain responsibility reporting, which are stakeholder-, legitimacy- and agency theory. Corporate social responsibility and corporate tax payment have caused a lot of discussion in recent years. Companies stakeholders demand responsibility and transparency from companies, and companies have pursued to respond to these with corporate responsibility- and tax footprint reporting. As the theory explaining responsibility reporting, the theory of legitimacy is one of the most debated theories, as it allows a company to gain approval from society for its activities and thus ensure the continuity of its existence. In Finland, majority state-owned companies are required to publish a tax footprint report for the first time on year 2014 information. The purpose of the report is to provide information to the company ́s tax payment and tax strategy.
In the empirical part of the thesis, content analysis was used as the research method. In the thesis reviewed the tax footprint reports of six companies from years 2015–2019. As a result, it was found that companies did not fully comply with the reporting requirements imposed on them. The “report or explain” -principle and relevancy principle of the guidelines give companies some leeway in reporting. Mandatory part of reportable information, payable or accountable taxes by countries and type of taxes, key ratios describing the payment of the tax and reporting principles were best reported. The weakest reported for information on tax havens and for companies acquired and divested. For voluntary information, reporting was clearly weaker. For these, comparative information from previous years were the best reported and the weakest for external certification, as no reports had been certified. There was a slight variation in the level of reporting between years, so that the level of reporting for mandatory information decreased slightly from 2015 to 2019, while for voluntary information improved slightly.
