Tiivistelmä
Väestöpohja Suomessa muuttuu lähivuosina nopeasti väestön ikääntymisen ja kasvavan muuttoliikkeen vuoksi. Sosiaali- ja terveystietojen aiempaa tehokkaampi hyödyntäminen mahdollistaa uudenlaisia toimintamalleja, joilla sosiaali- ja terveydenhuollon kasvavia kustannuksia voidaan rahoittaa. Big data - ja tietoallasteknologian käyttöönotto on avainasemassa uudenlaista infrastruktuuria luotaessa. Sitran rahoittamissa Isaacus-hankkeissa aloitettiin tietoaltaiden rakentaminen ja kehittäminen Suomen sairaanhoitopiireissä. Laki sosiaali- ja terveystiedon toissijaisesta käytöstä hyväksyttiin maaliskuussa 2019.
Diplomityön tavoitteena on ymmärtää käytännön esimerkkien avulla, mitä tarkoitetaan sosiaali- ja terveystiedon toissijaisella käytöllä, sekä kerätä tietoa kirjallisuudesta ja kyselytutkimuksen tuloksista sosiaali- ja terveystiedon tietoaltaiden rakentamisen haasteista ja ratkaisuista niihin. Tutkimusmenetelminä työssä käytettiin kirjallisuus- ja kyselytutkimusta. Työn teoriaosuudessa kuvataan sosiaali- ja terveystiedon toissijaista käyttöä ja tietoallas - sekä big data -käsitteiden teoriaa. Kyselytutkimuksessa Isaacus-hankkeiden tietoaltaiden kehittämisessä mukana olevia tahoja pyydettiin arvioimaan kirjallisuudesta valittuja haasteita ja esittämään ratkaisuja niihin.
Työn tuloksena voidaan todeta, että sosiaali- ja terveystiedon tietoaltaiden rakentamisessa tulee huomioida monenlaisia haasteita. Tärkeimpinä mainittakoon osaavien työntekijöiden saatavuus, tietoaltaiden kehittäminen huomioiden niille suunnitellut erilaiset käyttötarkoitukset, tietoallasteknologian opetteleminen ja metatietojen hallinta. Näihin ja muihin haasteisiin on esitetty ratkaisuja kirjallisuudesta ja kyselytutkimuksen tuloksista. In the coming years the demography of the Finnish population is rapidly changing because of the aging population and growing migration. The more efficient utilization of health and social data than before makes new kinds of operating models possible with which the growing costs of healthcare and social welfare can be financed. Introduction of big data and data lake technologies play a key role when creating new kind of infrastructure. In the Isaacus projects funded by Sitra the construction and development of data lakes was started in some of the hospital districts in Finland. The law about secondary use of health and social data was approved in March 2019.
The aim of this work is to understand with the help of practical examples what is meant with secondary use of health and social data and from literature and with the help of empirical evaluations gather information about the challenges to the construction of data lakes for health and social data and about the solutions to them. Literature study and questionnaire survey were used as research methods. In the theoretical portion of the work the theory of concepts secondary use of health and social data, data lake and big data are described. In the questionnaire survey those involved in development of data lakes of Isaacus projects were asked to evaluate the chosen challenges from literature and to propose solutions to them.
As a result of this work it can be stated that attention need to be paid to many kinds of challenges to the development of data lakes for health and social data. As most important ones can be mentioned the availability of competent personnel, the development of data lakes with regard to different purposes planned for them, the learning of data lake technology and the management of meta data. Solutions from literature and from results of the questionnaire survey are presented for these and other challenges.
