Tiivistelmä
Suomen lainsäädäntö ja standardit asettavat vaatimuksia muun muassa sähköverkon turvallisuudelle ja sähkön laadulle. Lisäksi regulaatiolla valvotaan verkonhaltijoiden taloudellista suoriutumista. Lakien ja standardien vaatimukset tulee täyttää ja toiminta kokonaistaloudellisesti optimoida myös tilanteissa, joissa Carunan sähköverkon kytkentätilaa joudutaan sen omien tai sen eri sidosryhmien tarpeiden takia muuttamaan.
Tässä diplomityössä tutkittiin laskennallisin menetelmin alueverkon suunniteltujen töiden vaikutuksia sähköverkon käytön riskeihin kahden esimerkkitapauksen avulla. Havaittiin, että vikojen keskeytyksestä aiheutuneen haitan (KAH) odotusarvot kasvavat merkittävästi, jos 110 kV:n rengassyötön mahdollistava voimajohto kytketään irti ja siten usean sähköaseman syöttömahdollisuudet rajoittuvat. Muutos on huomattavasti maltillisempi sekä suhteellisesti että absoluuttisesti, jos kyseessä on vain yksittäisen 110 kV:n haarajohdon syöttämän aseman korvaaminen 20 kV:n verkon kautta. Myös asiakasvaikutukset ovat keskeytysten piirissä olevien asiakkaiden ja keskeytysten keston osalta suuremmat ensin mainitussa tapauksessa. Vikakeskeytysten riskejä voidaan kuitenkin merkittävästi pienentää asettamalla työn kohteena oleville voimajohdoille ajallisia käyttöönotettavuusvaatimuksia. Havaittiin myös, että sähköasemien korvaustilanteissa verkon jännitteen pitäminen SFS-EN 50160 -standardin mukaisissa rajoissa ja suojauksen toimiva ja turvallisuusvaatimukset täyttävä toteutus voi olla joissain tilanteissa hankalaa. Finnish legislation and standards set, among other things, requirements for the safety of the electrical network and the quality of supply. In addition, the economic performance of network operators is monitored by regulation. The requirements of legislation and standards need to be met and the operation economically optimized also in situations which require changing the switching state of the Caruna’s electrical network. The necessity for change can result from the needs of Caruna itself or its stakeholders.
In this master’s thesis, it was mathematically studied, how the planned works in the regional network affect the risks of network operation by examining two cases. It was observed that the expected values of the regulatory outage costs of faults increase significantly, if a 110 kV power line offering an option for loop feeding is disconnected, and therefore the feeding options of several power stations are reduced. Compared to that case, the costs change in a much lesser extent, both relatively and absolutely, in a case in which a single power station normally fed by a 110 kV branch line is temporarily fed by other power stations through 20 kV network. Also, in the first-mentioned case, the faults affect more customers and the outages last longer. However, the risks of fault outages can be lowered significantly by requiring contractors an ability to re-electrify the power lines out of operation in a specified time. It was also observed that in temporary feeding arrangements of power stations, keeping the voltage within the limits of standard SFS-EN 50160, and executing functioning protection which also fulfills the safety requirements, can be difficult in some situations.
