Economic growth is fast, income developments are good, and despite slower than expected improvement in central government finances, overall public sector finances are reaching a balanced state. Frugality will prevail in public finances far into the future. International tax competition will reduce tax revenue while public debt also needs to be serviced. Financial prudence and thrift are thus called for in public expenditure.
The position, functions and size of the public sector need to be defined in the new conditions. Is the public sector drifting into a permanent financial crisis? What were the developments in the welfare service expenditure and performance in the 1990's? What affects efficiency in schools? To what extent does the state invest in creating the fundamental conditions required in industrial and commercial activities? In what way does a reduction in unemployment consolidate public finances? Answers to these questions are given in this yearbook by researchers of the Government Institute for Economic Research, the present publication being an abridged version of the complete Finnish yearbook 1998 of VATT. The key questions is: can savings in public expenditure be achieved? On the basis of the reports in the yearbook, the overall answer to the question is an affirmative one. An efficient Finnish public sector provides a major competitive edge to the Finnish economy.
