Tiivistelmä
Tutkimuksen aiheena ovat digitaalisten palveluiden asiakashyödyt. Julkishallinnon digitaalisten palveluiden asiakashyödyistä ja hyötyihin vaikuttavista tekijöistä on vähän tieteellisiä julkaisuja. Tutkimuksessa on analysoitu tilastollisin menetelmin julkishallinnon henkilöasiakkaiden hyötykokemuksia ja hyötykokemukseen vaikuttavia tekijöitä. Tutkimuksen tavoitteeksi oli asetettu asiakashyötyjen arviointimallin kehittäminen. Tutkittuja hyötyjä olivat julkisten verkkopalvelujen suunnittelu ja kehittäminen (JHS 190) -suosituksessa tunnistetut laadulliset hyötymuuttujat. Hyötyihin vaikuttavina tekijöinä tutkittiin järjestelmän-, tiedon- ja palvelunlaatua, palvelun käyttöä, käyttöä tehostavia ja estäviä tekijöitä, käytön aikomuksia, asiakkaan tyytyväisyyttä ja asiakkaan asennetta. Tutkimusmalli perustui Information Systems Success- ja Technology Acceptance-malleihin. Empiirinen osuus toteutettiin tapaustutkimuksena kahdessa julkishallinnon organisaatiossa.
Tutkimustulosten perusteella asiakkaan hyötykokemukseen vaikutti eniten asiakkaan tyytyväisyys, joka yksinään selitti hyötykokemuksen vaihtelusta 52 %. Muita hyötykokemukseen merkitsevästi vaikuttavia muuttujia olivat järjestelmänlaatu (8 %), tiedonlaatu (5 %) ja asiakkaan asenne (6 %). Asiakkaan tyytyväisyyteen vaikutti eniten palvelunlaatu selittäen yksinään 22 % tyytyväisyyden vaihtelusta. Myös järjestelmänlaatu (2 %) ja hyötykokemus (2 %) olivat merkitseviä asiakkaan tyytyväisyyden kannalta. Tutkimustulosten johtopäätöksenä asiakashyötyjen arviointimalliin on suositeltu muuttujat: asiakkaan tyytyväisyys, palvelunlaatu, järjestelmänlaatu, tiedonlaatu, asiakkaan asenne ja e-palvelun käyttö. Uusina ja jatkotutkimusta vaativina muuttujina malliin on ehdotettu e-palvelun käyttöä estävät ja tehostavat tekijät. The theme of the research was the customer value of eServices. There are only a few scientific publications about the customer value of eServices and the factors affecting the benefits to customers. Statistical methods are used in this study to analyse the customer value and the factors affecting the value experience. The objective of the study was to develop an evaluation model for customer value. The studied values were the qualitative value variables identified in the recommendation for the planning and development of public web services (JHS 190). The factors affecting the customer value in the study were the quality of the system, information and eService; the use of the eService; factors increasing or inhibiting the use of the eService; the intention of the user; customer satisfaction; and customer attitude. The study design was based on Information Systems Success and Technology Acceptance models. The empirical part was carried out as case study in two public administration organisations.
Based on the research findings the value experience was influenced most by customer satisfaction, which alone explained 52 % of the variation of the value experience. Other variables that had a significant effect on the value experience were the quality of the system (8 %), the quality of the information (5 %) and the customer attitude (6 %). Customer satisfaction was mostly influenced by the quality of the eService, explaining alone 22 % of the variation in satisfaction. Also the quality of the system (2 %) and the value experience (2 %) were significant for the customer satisfaction. As a conclusion from this study the following variables are recommended as customer value indicators: customer satisfaction; quality of the eService; quality of the system; quality of the information; customer attitude; the use of the eService; and as variables for further research; factors increasing and inhibiting the use of eService.
