Tiivistelmä
Tässä diplomityössä tutkitaan, kuinka voidaan arvioida pienjännitteisen tasasähkönjakelun (Low Voltage Direct Current, LVDC) liiketaloudellinen kannattavuus suomalaiselle jakeluverkkoyhtiölle voimassa olevan regulaatiomallin puitteissa. Työssä on määritetty kannattavuuden arviointiin soveltuva menetelmä sekä kehitetty laskentatyökalu verkostoinvestointien liiketaloudellisen kannattavuuden arviointiin.
Liiketaloudellisen kannattavuuden määrittämiseen kehitetty laskentatyökalu pohjautuu Suomen sähkönjakeluverkkoliiketoimintaa valvovan viranomaisen, Energiaviraston, valvonta- eli regulaatiomalliin. Regulaatiomallin kohtuullisen tuoton ja kannustimien sekä investointikohteen investointi- häviö- ja rahoituskustannusten perusteella muodostetaan kassavirtalaskelma. Kassavirtalaskelmasta liiketaloudellista kannattavuutta arvioidaan sisäisen koron menetelmällä, nettonykyarvomenetelmällä ja takaisinmaksuajan menetelmällä. Laskentatyökalun toimiminen osoitetaan todelliseen sähkönjakeluverkkoon pohjautuvilla investointiesimerkeillä. Liiketaloudellista kannattavuutta vertaillaan AC-investointien ja LVDC-investointien välillä sekä ilmajohto- että maakaapeli-investoinneille.
Suuntaajalaitteiden investointikustannukset ovat merkittävässä roolissa vertailtaessa LVDC-jakelun kannattavuutta AC-jakeluun. Suuntaajalaitteiden pidemmällä pitoajalla, edullisemmalla hankintahinnalla ja pienemmällä asiakastiheydellä LVDC-jakelun kannattavuus paranee. The aim of this Master’s thesis is to study how economic profitability of low voltage direct current (LVDC) distribution can be assessed for Finnish electricity distribution network companies within the framework of the regulation model. An appropriate method for the assessment is determined and its implementation as a calculation tool developed for the assessment of the business economic profitability of network investments.
The calculation tool is based on the regulation model of Energiavirasto that is supervising authority of Finnish electricity distribution companies. Based on allowed reasonable revenue and incentives of the regulation model, investment costs, financing costs and costs of loses are generated cash flow statement. The economic profitability is estimated from the cash flow statement by internal rate of return (IRR), net present value (NPV) and payback period method. The operability of the calculation tool is proved by the investment examples from a real electricity distribution network. The economic profitability of LVDC investments comparing with that of AC investments. The points of comparison are both overhead line and cabling investments.
Investment costs of inverters and rectifiers play an important role when comparing the profitability of LVDC investments with the profitability of AC investments. The profitability of LVDC distribution improves when the lifetimes of inverters and rectifiers are longer, acquisition cost lower and the customer density is lower.
