Tiivistelmä
Työn tarkoituksena oli laatia suunnitelma ilmaan johdettavien epäpuhtauksien päästökartoitukselle Porvoon öljynjalostamolla. Raskasmetallien, metaanin, fluorivetyhapon, rikkivedyn ja ammoniakin merkittävät päästöpaikat ja -tarkkailumenetelmät kartoitettaisiin tulevaa päästöraportointia varten. Tarkkailun alaisten komponenttien muodostuminen, kulkeutuminen ja merkittävät päästöpaikat Porvoon jalostamolla selvitettiin kirjallisuuslähteiden, jalostamon toimintajärjestelmän ohjeiden sekä työntekijöiden haastattelujen perusteella. Merkittäviä häiriöpäästötilanteita kartoitettiin ja arvioitiin jalostamon poikkeamatilastojen ja haastattelujen avulla. Normaalitoiminnan aikana tarkkailun alaisista epäpuhtauksista vapautuu ilmaan merkittäviä määriä ainoastaan metaania ja raskasmetalleja. Metaania vapautuu ilmaan polttoprosesseissa sekä hajapäästönä. Raskasmetallipäästöjä syntyy pohjaöljyn poltossa energialaitoksella sekä leijukatalyyttisessä krakkauksessa. Rikkilaitosten häiriötilanteista aiheutuu rikkivety- ja ammoniakkipäästöjä pääasiassa soihtujärjestelmän kautta. Alkylointiyksikön vuodoissa voi vapautua fluorivetyhappoa ilmaan. Päästömääriä arvioidaan pääosin laskennallisesti. Päästökartoitussuunnitelma on kokonaisuudessaan tämän työn liitteenä. The objective of this work was to make a plan for air contaminant monitoring at Porvoo Oil Refinery. The significant sources of emissions and the methods for their monitoring were to be established for heavy metals, methane, hydrofluoric acid, TRS compounds and ammonia. Literature reviews, information in the integrated quality system of the refinery and expert interviews were used to determine the formation and the flow of the pollutants inside the processes and their significant air release sources. Significant incidental releases of pollutants were determined and evaluated with non-conformance reports and expert interviews. Only methane and heavy metals are released in significant amounts to the atmosphere during normal operation. Methane is released from combustion sources and from gas distribution networks as fugitive emissions. Heavy metals are released in the heavy oil combustion in the power plant and in the catalyst regeneration in the fluid catalyst cracking unit. Hydrogen sulphide and ammonia are released to air during process malfunction mainly via the flare gas system. Hydrofluoric acid may be released to air in process leaks in the alkylation unit. The pollutant releases are quantified mainly by calculations. The complete plan for the air contaminant monitoring is found in the annex. According to the study, the discharge of TRS compounds, ammonia and hydrofluoric acid are of minor concern in the Porvoo Oil Refinery. The introduction of the new heavy oil unit has reduced the discharge of heavy metals in the power plant. Methane seems to be discharged in the most significant amounts to air of the contaminants included to the study
