Kouluvalintapolitiikka perusopetuksessa: suomalaiskaupunkien koulumarkkinat kansainvälisessä valossa
Tutkimuksessa tarkastellaan kouluvalintapolitiikan käyttöä lasten sijoittamisessa oppivelvollisuuskouluihin. Kyse on ylikansallisesta toimintapolitiikasta, jonka mukaan vanhemmat voivat hakea lapselle koulupaikkaa haluamaansa kouluun ja koulut voivat (osittain) valita oppilaansa. Kouluvalintapolitiikkaa on toteutettu Suomen yhtenäiskoulujärjestelmässä 1990-luvun puolivälistä alkaen.
Kouluvalintapolitiikan tapahtumapaikka käsitteellistetään koulumarkkinoiksi. Käsitteen koulumarkkinat päällekkäisiä merkityksiä eritellään ideologiseksi malliksi (koulumarkkinat, hallinnolliseksi malliksi (kvasimarkkinat), alueelliseksi malliksi (paikalliset koulumarkkinat ja empiiriseksi tutkimuskohteeksi (eletyt koulumarkkinat).
Tutkimuksessa tarkastellaan koulumarkkinoiden olemassaoloa ja rakenteita, perheiden kouluihin hakeutumista sekä kouluvalintapolitiikan sosiaalisia vaikutuksia 2000-luvun taitteessa. aineistoina ovat neljän kaupungin (Kuopio, Lahti, Turku ja Espoo) 7. luokalle siirtyvän ikäluokan (N 5152) kouluihin hakemisesta muodostettu tilasto, postikysely (N 1523) samoista perheistä sekä oppilaaksiottopolitiikkaa yläkouluihin (N 52) kuvaavat dokumentit. mukana tarkastelussa ovat osittain vertaillen myös Helsingin yläkoulut.
Suomalaiskaupunkien eletyillä koulumarkkinoilla oli samankaltaisia piirteitä kuin muissa maissa. Oppilaiden koulukyvykkyyteen perustuvaa valikointia käytettiin laajasti. Keskimäärin joka toisessa perheessä harkittiin hakemista tai haettiin muuhun kuin lähikouluun. Yläkoulujen suosio jakautui ja hakemusten virrat yläkoulujen välillä kulkivat pääsääntöisesti kohti kaupunkien keskustoja. Oppilaiden hakeutuminen suosioltaan erilaisiin kouluihin ja perustelut hakemiselle olivat sidoksissa huoltajien, erityisesti äidin koulutus- ja ammattiasemaan. Perustelut hakea tiettyyn kouluun olivat pääosin sosiaalisia ja käytännöllisiä, eivätkä liittyneet niinkään lapsen kiinnostukseen tiettyyn oppiaineeseen. Korkeakoulutettujen ja ylempien toimihenkilöiden lapset sekä tytöt hakivat muita useammin suosituimpiin kouluihin. Painotetun opetuksen luokalle haettiin mm. koulutyöhön motivoituneen oppilasryhmän toivossa. Matalasti koulutettujen huoltajien lapset hakivat muita useammin tasapainoisiin tai torjuttuihin kouluihin tai jäivät oppilasalueen kouluun. Torjutuimpiin kouluihin ei haluttu tyypillisimmin oppilaisiin liitettyjen negatiivisten piirteiden vuoksi. Lähikouluihin mentiin sopivan koulumatkan ja kavereiden takia. Koulujen oppilaspohjan sosiaalinen tausta jakautui jyrkemmin perheiden hakemusten kuin oppilasalueiden mukaan ja heijastui mielikuviin koulujen arvostuseroista.

This study explores how school choice policy is used to allocate children to comprehensive schools. According to this supranational policy, parents can make a preference over the school that their child attends to and schools can (partly) select their pupils. School choice policy has been applied to the Finnish comprehensive school system since the mid 1990's.
School choice policy is conceptualized to take place at the school markets. The overlapping meanings of the notion school markets are analyzed as an ideological model (markets), a governmental model (quasi-markets), a spatial model (local school markets) and an arena for the empirical research (lived education markets).
The study explores the occurrence and patterns of school markets, families' perspectives on applying to schools, and social effects of school choice policy a t the tum of 2000. The data consists of statistics on school admissions among the age cohort transferring to the 7th grade (N 5152), a postal questionnaire (N 1523) to the same families and documents of practices concerning admission to schools (N 52) in four cities (Kuopio, Lahti, Turku ja Espoo). The lower secondary schools of Helsinki are also partly included in the study.
The features of the lived education markets in the Finnish cities were similar to those in the other countries. Selection of pupils by their abilities was vastly used. On average, every other family considered applying or applied to another school than the local one. The popularity of schools was divided and the application flows between schools were mainly towards the city centres. Applying to the schools with varying popularity and reasons for applying had a connection to parents' – particularly mothers’ – education and socio-economic status. The reasons for preferring a particular school were mainly social and practical and were not much related to the child's interest on particular subject. Those children whose parents had higher education and upper employee position and girls applied more often than others to the most popular schools. The emphasized classes were preferred with a hope for a highly motivated school class. Children of the lower educated parents applied more often than others to the balanced or rejected schools or stayed at the local school. The most rejected schools were undesirable because of the negative features attached to the pupils. The local schools were preferred due to convenience to travel and the child's friends. The social background of the schools was divided more rigorously according to families’ preferences than catchment areas and it reflected to the appreciation of different schools.
