The general site manager is directed with expectations from several different directions. He works with both the management of the company and the site workers in accordance with the law, directions and contracts. The purpose of this Master of Science Thesis is to elicit how a site manager s time is distributed between different functions and how the roles of a general site manager and a site manager differ from each other. Supervision of work and the time spent on supervising a task in comparison to the time the workers spent on it, is of special interest
In the literature review the framework of site management is examined by studying the site manager s role in the legislation, the site planning, the supervision of work and the foremanship. A combination of a survey, a structured interview and a comparative case was utilised in the empirical study. The time allocation data was collected with a web-based survey, in which 14 general foremen, 10 foremen and 3 site engineers filled in their time-usage for 22 days on average each. The foremen could allocate their working hours in 16 different functions. The comparative case study was conducted on 11 construction sites and one construction task was followed-up on each of the sites. The total amount of time spent on the task was collected from the workers as well as the foremen. The task outcome was compared to the plans and evaluated according to schedule, budget, occupational safety and quality. In addition, the foremen were interviewed about the differences between supervising the contractor´s own workers and the subcontractor´s workers. The procurement personnel were approached with a brief email questionnaire about the amount of work they did to reach the agreement. Furthermore, the final data of the site manager s satisfaction on the task group s performance and the result was elicited with an email questionnaire.
The time allocation survey shows that the worker supervision is the most time consuming of the site manager s functions. The general foremen spend one quarter and the foremen 40% of their working time on it. On average only about 15% of the time was spent on task planning. This finding shows that at the moment we rather supervise than plan and make pre-requisites ready. Much of the non-value adding time could be eliminated by improving project management and designer cooperation and putting more emphasis on task planning and preparation.
Based on the case study, supervising the same task was just as time-consuming for the site management whether it was performed by the contractor s own workers or the subcontractor s workers. The study also suggests that more time spent on the supervision of work does not lead to a better success of the task. However, a closer analysis of the supervision needed for different tasks requires a bigger sample. Rakennustyömaan vastaavaan työnjohtajaan kohdistuu odotuksia lukuisilta eri tahoilta. Hän toimii yritysjohdon ja työntekijöiden välisenä yhteyshenkilönä lakien, asetusten ja sopimusten asettamien velvollisuuksien mukaisesti. Tämän työn tavoitteena on selvittää, miten työnjohtajien aika jakautuu heidän toimenkuvaansa kuuluvien toimintojen kesken sekä miten vastaavan työnjohtajan ja työmaan muun johdon ajankäyttö eroavat toisistaan. Toiminnoista erityisenä kiinnostuksen kohteena on työn ohjaus sekä työvaiheen ohjaukseen käytetty aika suhteessa työntekijöiltä siihen kuluneeseen aikaan.
Kirjallisuusselvitysosiossa työnjohtamisen viitekehykseen perehdytään tutkimalla työnjohtajan roolia viranomaisten edessä, työmaan yleissuunnittelussa, työn ohjaamisessa sekä esimiehenä. Empiriaosiossa on hyödynnetty survey-menetelmistä kyselyä ja strukturoitua haastattelua sekä vertailevaa tapaustutkimusta.
Työajan kohdentumistiedon keruuta varten 14 vastaavaa työnjohtajaa, 10 työnjohtajaa sekä 3 työmaainsinööriä kirjasivat ajankäytön jakautumisensa 16 ajankäyttövaihtoehdon kesken verkossa olevaan sähköiseen lomakkeeseen keskimäärin 22 työpäivän ajalta. Yhteensä neljä eri työvaihetta 11 työmaalta oli mukana tapaustutkimuksessa, jossa kartoitettiin työvaiheiden onnistumista aikataulunpitävyyden, tavoitearvion mukaisuuden, työturvallisuusohjeiden noudattamisen sekä toteutuksen laadun perusteella. Työvaiheista kerättiin lisäksi siihen kulunut aika niin työnjohtajilta kuin työntekijöiltäkin. Työnjohtajia haastattelemalla selvitettiin omien työntekijöiden ja aliurakoitsijoiden ohjauksen eroja, pienillä sähköpostikyselyillä kartoitettiin lisäksi hankintahenkilöiden tekemää työtä aliurakan sopimiseksi sekä vastaavien työnjohtajien tyytyväisyyttä seuratun työvaiheen lopputulokseen ja työryhmän toimintaan.
Ajankäyttötutkimus osoittaa, että työntekijöiden ohjaus on työnjohtajan aikaa vievin vastuualue. Vastaavilta työnjohtajilta siihen kuluu neljäsosa ja työnjohtajilta 40 % työajasta. Työvaiheiden ennakkosuunnitteluun käytettiin keskimäärin vain noin 15 % ajasta, mikä osoittaa, että tällä hetkellä työtä mieluummin valvotaan kuin suunnitellaan ennakkoon ja valmistellaan. Suuri osa arvoa lisäämättömästä ajankäytöstä voitaisiin poistaa projektinjohtamista ja suunnitteluyhteistyötä kehittämällä sekä painottamalla tehtäväsuunnittelua ja -valmistelua. Tapaustutkimuksen perusteella saman työvaiheen ohjaamiseen kuluu työnjohdolta saman verran aikaa omilla työntekijöillä ja aliurakoitsijalla teetettynä. Tutkimus viittaa myös siihen, ettei ohjauksen suurempi määrä johda työvaiheiden parempaan onnistumiseen eri osa-alueilla. Eri tavoin toteutettujen työvaiheiden vaatiman ohjauksen tarkempi analyysi edellyttäisi kuitenkin suurempaa otoskokoa. /Kir11
